POSITION SUMMARY
Perform all aspects of inventory management relating to spare parts for the industrial gas, electronics, and chemical plant operations in China. Evaluate the spare parts requirements, maintenance supplies, and safety equipment for new project sales estimates and develop their budget amounts. Update inventory management systems as necessary. Work will relate to large Air Separation Plants, Hydrogen Generating/Purification Plants, Gas Generators, Specialty and Cylinder Gas Plants, Gas Pipelines, Electronics, Chemicals Transfill Customer Engineering and Fleet Maintenance.

This position requires a special blend of inventory / purchasing / logistical knowledge plus a high degree of mechanical aptitude.

Purpose
Materials Management department which has the overall objective to manage the “hard goods” availability such that there is an optimized balance between the cost of plant/equipment unavailability (plus the associated costs) and capital tied up in inventory. This is achieved by:
· Determine the correct level of spare parts holding for each plant/depot and the location in which they should be held. Purchase and store those spare parts deemed necessary.
· Manage the spare parts inventory to ensure that the required spare parts are available for use in a time frame that meets the business need.
· Manage the volume “hard goods” inventory associated with the customer service activities.
· Provide a 24 hr - 365 days/year point of contact for materials, volume “hard goods” and spares requirements.

PRINCIPAL ACCOUNTABILITIES
1. Health, Safety, Environment
a. Understand/comply with AP Safety requirements.

2. Provisioning Activities
a. Request recommended spare parts list from suppliers for new equipment. Follow up till obtained.
b. Complete material master request forms or changes as needed, Submit to the material coding team and track to completion.
c. Develop spare parts sparing strategy using inventory analysis skills and sparing philosophy setting safety stock levels for new plants.
d. Develop spare parts estimates to support equipment that could be sourced from various continents.
e. Requisition spare parts for China sourced Project equipment
f. Develop and manage execution of spare parts budgets
g. Create bills of material (BOM’s) for new equipment, and modify BOM’s as necessary.
h. Utilize appropriate work process and tools to make inventory analysis decisions
i. Review and understand part number changes from local suppliers and update Global numbering system.
j. Develop local supplier parts support

3. Materials Management Activities
a. Support material requests for spare parts throughout the country/region. Perform inventory analysis for parts reordering
b. Coordinate the logistical requirements of moving material ? within the country
· to other Asian countries
· to other continents

c. Support the sparing philosophy to have minimal items in inventory yet maintain high reliability of plant on- stream time
d. Support a regional warehousing plan and execute accordingly. Manage the warehousing work process as it relates to new project spares and maintenance items.
e. Participate in inventory audits and cycle counting and their reconciliation
f. Provide on-site support for large plant maintenance turnarounds

JOB REQUIREMENTS

Industrial Experience: 5+ years in associated fields of inventory management

Education: BS Degree in business administration / inventory management preferred, or a Diploma in inventory management as a minimum. A high mechanical aptitude and special technical certification/education in logistics / purchasing is desirable.

Special Skills: ? Must be bilingual (English and appropriate Chinese Dialects) with very good English skills.
· Experienced communicating with Western culture organizations on a routine basis.
· Familiar with computer based systems, internet.
· Inventory management of spare parts
· ERP experience preferred
· Project cost control relating to budgets

Travel Required: About 10-30% with majority in China; occasional trips to other parts of Asia, U.S.A., Europe, other.
