Key Responsibilities
? Before FM Handover
? Site system/equipment reliability, delivery of high quality service, problem solving and innovation, onsite service team management, vendor management and utility & energy management.
? Join Site M&E testing & commissioning. Build up asset list; Establish management matrix with GWS technicians and BE S&S; Join PM/FM handover and prepare issue log and tracking; Establish building as-built drawings filing; Establish regular meetings with local government officials, e.g. fire security/ elevator officials etc. Lead the development of maintenance and repair manual and process; develop reports templates e.g. NM/SE escalation. Onboard account team and provide training. Assist in purchasing of provided services. New service setup. In according with CBRE maintenance Excellence program.
? After FM Operation Handover
? As hard service manager, this role will lead hard service team including CBRE technicians, vendors and other parties to deliver services in accordance to CBRE ME Program/playbook.
? Manages all facets of inspections and surveys, including energy audits and analysis, HVAC, electrical and plumbing systems, environmental compliance, accessibility compliance, acquisition and third party surveys.
? Supervises and reviews all technical operations to include system air balancing reports, boiler, chiller and cooling tower performance testing; mechanical and electrical system noisy and vibration control, work orders.
? Develops and provides for ongoing improvement of preventive maintenance and engineering procedures, hazardous materials communications plan, indoor air quality programs, preventive maintenance programs, budget operating costs estimates and comparisons.
? Oversees implementation of programs to ensure compliance with life safety programs and procedures, domestic water quality control and water treatment programs to include environmental and safety compliance.
? Perform value-engineering studies and evaluate contractor qualifications and recommendations.
? Coordinate and settle down relevant technical issues and responsibilities demarcation with landlord side.
? Performs other duties as assigned.
Required Knowledge and Skills:
COMMUNICATION SKILLS
? Ability to comprehend, analyze, and interpret the most complex technical documents. Ability to respond effectively to the sensitive issues and complains. Ability to write reports, manuals process using.
? Ability to make effective and analytical presentations.
REASONING ABILITY
? Ability to solve advanced problems and deal with a variety of options in complex situations. Draws upon the analysis of others and makes recommendations that have a direct impact on the company.
OTHER SKILLS and ABILITIES
? Intermediate skills with Microsoft Office Suite, Outlook, and intranet/internet. Ability to use work order system. Working knowledge of asset management, facility management and project.
Qualifications and Education:
? Bachelor's degree (BA/BS) from four-year engineering & technology colleges or university and a minimum of 8 years’ experience and/or training. Or equivalent combination of education and experience. Knowledge and understanding of all applicable practices and techniques, laws, project controls and environmental regulations to include safety regulations.
? Additional certification in three or more of the following: HVAC, electrical, mechanical, HVAC and refrigeration systems, process controls, mechanical power transmissions, painting, plumbing, carpentry or engine repair. Certifications/licenses as may be required by local or state jurisdictions.
