ISC functional management
1. Translate W&B enterprise and HBAS JV strategy into supply chain strategy and operational objectives/goals to drive performance improvement for all areas of responsibility; execution of all aspects of ISC for the plant including; Delivery, Quality, Safety, Cost, Inventory ,Productivity and People;
2.Develop and manage AOP and strategy deployment plan
3.Implement the decision adopted by leadership team and be responsible of setting up a rigorous and tight MOS, MOR, SIOP and implementing HOS
4. Implement cost improvement strategy and deliver committed improvements
5.Support and provide input for any SAP/ERP/MES implementation
6. Lead an organization of approximately 6-8 direct reports with a total ISC census of up to 160 employees;
7.Act as the change agent and drive a culture of performance, with focus on accountability, integrity & compliance, and organizational development, including employee engagement and coaching to Tier II & III staff members
8. Build an organization that applies right tools and resources to drive and sustain consistently stable and repeatable fixed processes while continuously improving process yields, reducing cost, and driving productivity
9. Ensure employee communication plan roll outs involving all employees at site, drive employee engagement and communication forums.
10. Ensure effective PER systems at plant and communication standard work.
11. Act as the primary lead and focal point of contact for manufacturing operation activities, working directly with JV customers and internal JV/Partner leadership. Communicate effectively at levels ranging from senior executive and governmental officials to line employees
Material Management & Program Management
* Program Management
1.Responsible for execution and financial performanceof development and production/service and support programs - C919 and nonC919
2.Lead cross-functional teams (Engineering, ISC,C&PS, Quality, Contracts, Finance, etc.) through the Integrated Product Delivery & Support (IPDS) Process
3.Ensure that product performance, cost and delivery requirements are met
4.Serve as communication conduit between the customer and the program team: coordinate with the various teams from HBAS, Honeywell, Boyun and COMAC
5.Interface with functional leaders to ensure adequate resources are available to meet program commitments
* Materials Management
1. Management of procurement and execution
2. Responsible for selecting/managing the supply base, fixes root cause of supply issues and executes plans
3. Establishes business sourcing strategy and localization roadmap that meets AOP/STRAP challenges
4. Responsible for supplier development, performance management and contract negotiation
HOS and HSE deployment
1. Lead HOS culture and maturity and deploy higher levels of full scale deployment. Adopt HOS and six sigma as key enablers to achieve results
2. Ensure that HSE and PSM compliance, Delivery and Quality are of utmost priority throughout the plant.
3. All business matters that may impact the performance or reputations of the company must be managed in accordance to local laws and are in line with company’s policies and procedures.
4. Create an ownership environment for world-class quality and HS&E systems compliant to industrial standards and certifications, regulatory requirements, and customer commitments.

Requirements
  1. BS or BEng degree in Engineering, or Supply Chain Management; Master degree desired
  2. Six Sigma certification preferred
  3. At least fifteen years progressive managerial experience in a manufacturing company as leader’s role of Operations/Supply Chain capacities
  4. Successful leadership experiences
  5. Experience in the following areas desired:
    • Toyota Production System
    • New Products Introduction
    • Mechanical products manufacturing, preferably in multi-national company
  6. The candidate must be a strategic thinker with excellent employee development skills and leadership impact including:
