The Sourcing department has been shown to be the best channel for identification, qualification and on-boarding of strong candidates, as proven by analysis of subsequent employee performance.
The main goal for the team is to build a pipeline of ‘ready now’ talent in the labour market, and this can only be achieved by creating a pro-active hiring process that anticipates need, and can respond effectively when that need arise. A lot of the work is about developing relationships with professionals who would offer a skill base to the company, before any hiring requisition has been issued.
In the long-term, the majority of the roles should be filled by the sourcing team, and the team is therefore instrumental in driving down cost-per-hire (minimizing agency usage) and time-to-hire (developing relationships before hiring need)
The channel and sourcing manager will work closely with sector/branch talent acquisition managers, recruiters and other talent acquisition function team like campus recruitment and recruitment operations team.
Responsibilities:
Channel Management:
- Define the China talent acquisition channel management strategy to support the critical business growth needs.
- Work with talent acquisition management team to define the channel management guideline and implement within China talent acquisition team.
- Initiate and support new channel development upon business needs.
- Work with PGP, legal and finance team for the vendor selection, qualification, evaluation and contracting.
- Initiate annual vendor performance review.
- Define the vendor payment guideline and monitor the vendor payment process.
- Conduct training to contracted vendors upon business needs.
- The key contact window to work with account managers of contracted vendor to make sure the vendor performance is on track.
Talent Sourcing:
- Define the China talent sourcing model, framework and strategy.
- Work with talent acquisition management team to define the talent sourcing process guideline and measurement.
- Develop sourcing capability by implementing systematic training, coaching, regular review and performance management.
- Support recruitment programs like campus recruitment from sourcing and selection perspective.
- Work with global sourcing team leaders to implement sourcing programs in China.
- Provide feedback from both sourcing team and recruiters and engage with both parts to improve working efficiency.
Manager Responsibilities:
- Recruit, develop and retain sourcing team to align with the business objectives.
- Conduct performance review for sourcing team and work out the improvement plan.
Requirement:
- Bachelor's degree in Business, Marketing, Human Resources or equivalent trade-off in related professional experience.
- Above 8 years of experience in recruitment, sourcing relevant experience is preferred.
- Experience in people management role is preferable, or experience in leading project and coaching project members is also acceptable.
- Strong communication skill and ability to operate in a matrix organization.
- Demonstrable collaboration skill with the customers (business HR managers / business leaders) and peers.
- Strong problem solving skills and ability to work in fast-paced and pressurized environment.
- High level of customer focus and commercial awareness.
- Good command of Chinese and English.
