一、工作背景和经历要求:
IT项目经理:IT相关项目管理5年以上工作经验,熟悉IT项目运作模式; 具备IBM、HP等厂商项目交付经验优先;
建造项目经理:土建、水电、路桥等施工行业项目5年以上工作经验,熟悉土建/外线工程业务运作模式和工程建设规范;
电信项目经理:电信行业项目相关5年以上工作经验,熟悉电信行业项目运作模式和工程建设规范,具备爱立信、ALU、诺西、中兴等厂商项目交付经验者优先;
运维项目经理:电信或IT服务领域5年以上运维工作经验,了解TL9000质量体系或相关领域质量管理体系,具备电信运营商运维经验者优先;
二、职位描述:
项目经理管理项目交付,保证项目按合同约定成功交付,对项目范围、进度、成本、交付质量、项目经营结果和利润负责。包括规划阶段详细规划和计划项目,实施阶段监控项目进度和交付,并聚焦客户和其他重要干系人的需求,保证客户满意度。
三、职责:
该职位要求负责项目的规划、实施和监控,在满足成本、工期和质量要求下,负责领导项目成功履约交付,并确保较高的客户满意度。
(一)项目规划管理:
负责与客户密切合作,规划项目管理和交付优先级,制定项目交付计划并执行。包括项目预算,采购,集成,工期,成本,范围,计划和项目启动。
负责项目文档管理,制定各种基于合同要求的流程和交付件文档,制定任务分配文档。
负责项目团队建设, 资源协调, 保证资源及时到位和释放
负责制定变更管理流程,包括评估变更范围、工期和成本,并与客户达成一致。
负责建立报告沟通策略,保持与各层级客户和内部各管理组织的沟通和汇报,确保各重要干系人对项目交付情况的信息和理解达成一致。
(二)关系管理:
能够建立、组织和领导项目团队,保持与客户的沟通清晰明确,可以很好地管理客户期望和满意度。
建立和维持正式和非正式的客户关系,持续跟踪客户满意度并不断寻求改善。
能够关注项目团队成员需求和要求并给予积极回应。
能够协助和识别新的业务机会,能够通过与客户的团队协作来实现项目经营的可持续发展。
(三)项目实施管理:
负责项目交付,按照项目计划积极进行地实施,并保证项目交付满足项目质量标准、经营目标和各种业务运作指标。
保证所有的交付动作和承诺是为项目合同目标服务
负责设备发货和交付,负责控制项目交付成本、交付活动和客户交接。
负责对内和对外的项目经营和进度汇报,执行成本控制策略和措施,并负责预测项目经营和交付结果。
(四)风险和范围变更管理
负责项目全生命周期的风险管理,有效管理项目范围和变更。
采取合理措施减轻交付风险,并最大限度减少工期拖延和成本超支的风险。
积极利用和结合变更的机会提出新的或修正的交付策略纳入到项目整体管理中,以便保证项目成功交付和盈利目标。
(五)结果导向:
负责项目客户验收和项目关闭,有效管理项目验收以确保项目在要求的工期和预算内结束。
负责项目交付质量,保证项目交付件满足约定的质量要求。负责总结项目交付经验和教训,总结本项目的最佳实践包括流程、程序、成本控制和管理工具等。
负责评估和沟通项目关闭状态。
有效利用合同信息最大化保证项目成功交付。
(六)项目管理,流程和工具
确保项目管理方法、流程和工具的稳定和持续应用;
善于项目文档控制和文档管理。

Work experience and background
ICT Project Manager: More than 5 years experience managing large IT projects, required to be familiar with IT project management process Experience in delivering IBM / HP projects is considered a strong plus.
Construction Project Manager: More than 5 years experience managing large construction projects in the field of civil engineering, water supply and sewage engineering and infrastructure engineering. Experience with Civil / OSP project delivery process and construction industry standards
Telecom Project Manager: More than 5 years experience managing large telecom projects, familiar with telecom project delivery process and standards. Experience in delivering Ericsson / ALU / NSN / ZTE projects is considered a strong plus
Operation Maintenance Manager: More than 5 years experience in operations and maintenance service in telecoms or IT. Familiar with TL9000 international quality standards or relevant alternatives. Operation and maintenance experience for telecom operators is a major advantage.
Job Description:
The project manager is responsible for e2e managing projects from presales to delivery (Financial and Operational) independently ensuring good profitability and quality according to the contract and assignment fulfillment. The project manager would be a liaison with senior management and C-suite from customer and own sustainable business relationships with customer beyond the project environment to ensure customer satisfaction and further commercial opportunities.
Responsibilities
This role will be responsible for the successful planning, execution, monitoring and control of projects in order to meet contract deliverables to ensure high levels of customer satisfaction, has overall profit and loss responsibility for the project.
Project Governance and Planning:
? Responsible for making an actionable development strategy through close co-operation with the customer for project and business purpose. Participate to contract preparation and to pre-sale meeting to develop the business
? Making project governance model and process internally and externally, build and lead a project team to implement it.
? Development of required project documentation identifying project goals and tasks and generating assignments consistent to meet objectives.
? Leveraging organization in order to fulfill resource plan
? Establishment of change management procedures, including evaluation and communication for project duration.
? Develop reporting strategy for project based on governance model.
Handle customer engagement:
? Manage customer relationship building confidence and trust
? Maintain clear communication with customers regarding mutual expectations and monitors customer satisfaction.
? Build sustainable business relationships beyond the project environment.
? Coordinate and identify new business opportunities.
Drive Project Execution:
? Build and lead project team. Drive team to execute and fulfill assignment
? Take responsibility for project delivery and actively execute in line with project plan while maintaining quality standards, profit target and business operation key index.

? Performs risk management across full project life cycle, monitor and handle changes, conflicts and escalations.
? Manage scope and change, formulate action plans to mitigate risk and minimize schedule delays and costs.
? Actively take advantage of change opportunities and recommends new or revised strategies for project integration.
Results Focused:
? Effectively manage closure of project through to final acceptance by the customer. Ensure an on-time and in-budget project.
? Assure quality standards are met on assigned deliverables.
? Evaluate and communicate final project status including lessons learned.
? Use contract information to maximize success of project.
? Actively identify best practice in terms of process, procedure, cost control and tools for future implementation.
