Job Purpose (State in one sentence the overall objective of the role)

To identify potential cost saving opportunities of direct and indirect materials including packaging, by category and implement the savings with a cross functional team by accessing to the industry market and leveraging global, regional and country category management resources.
To optimize and consolidate the supplier base in align with global, regional and country category management.
To conduct bid process with candidates of suppliers and implement contracting process.
Major Accountabilities (Describe the 5-7 main results of the role to be achieved)
主要职责内容（主要职责）
1. Complying with Sourcing procedure of company.
2. Identify potential candidates of suppliers and build up supplier base of each category with leveraging Novartis category management and accessing to the industry market to obtain the intelligence.
3. Set up bidding process for each category of material every one or two years and other categories case by case.
4. Lead a cross functional team to develop and launch Request for Proposals and Request for Quote (RFP/RFQ) using Novartis preferred online sourcing platform for RFQ/RFP of sourcing event.
5. Lead to negotiate pricing with the identified suppliers
6. Provide complete total-cost local or import quotes by working with logistics providers/customs officials as needed and optimize total cost of ownership and implements purchasing best practice.
7. Final supplier selection and bid awarding.
8. New supplier introduction and qualification with but not limit to SQA and Purchasing team.
9. Develop contract language by working with legal and Finance and stakeholders – End users, Quality, Validations, EHS and Engineering etc. and properly filed in SAP
10. Ensure that all suppliers are educated and compliant with Novartis Policy
11. Conduct all non-direct material performance rating.
12. Monthly Savings updating and reporting.

Education (minimum/desirable) 教育:Bachelor Degree or above in Mechanical or Chemical Engineering

? About 10 years working experience in purchasing, sourcing, exporting business and have specific knowledge of procurement
? Familiar with MS Word, Excel, Access, Outlook, etc.
? Trained: Project Management; Procurement/Purchasing Management, Negotiation Skill
