主要职责：
？ 开展，指挥厂区环境，安全和安保事务满足政策和目标需求，改进整体EHSS表现
？ 帮助厂区部门和直线经理在EHSS范围内的日常运营
？ 协调厂区EHSS委员会，有必要时对次级委员会提供帮助
？ 管理整体环境项目，确保厂区所有危险废品类处理和环境允许体系互相一致
？ 协助并协调厂区人身安检程序，流程及合同安防队的管理
？ 管理HSSE相关服务；建立VAMA的HSE及安防项目并监管项目合同工、供应商，确保项目及时并在预算内的执行
？ 建议并执行项目以改进HSSE表现，准备EHSS年度计划并定期汇报进展
？ 提供技术知识，指导和建议并对请求给予及时反馈
？ 协调安全事故调查，与职能部门经理密切合作以完成深入调查，识别根本原因并确保及时改正行动
？ 准备HSSE报告，分析基于行为的安全审计，急救案例，未遂事故，识别事故倾向和可能性并给出改善建议
？ 协调/开展HSSE培训和人体工程学培训
？ 与外部监管机构及企业EHS运营团队合作，执行新项目，网络会议和现场审计
？ 领导和执行现场紧急情况反馈计划
？ 负责修改和更新厂区EHSS手册、程序，以符合公司政策和中国监管机构要求
？ 管理职业健康项目并与合同医疗供应商协调
？ 管理工业卫生危险检测，取样和监控计划
？ 监管厂区灭火，警报，权限控制和闭路电视监控系统，协助ITPM项目
？ 与当地火警部门和保险公司合作
？ 跟踪支出；为所有HSSE项目准备预报和预算分析
Key Areas of Responsibility:
？ Lead the development of and provide leadership to achieve site’s environment, health, safety and security (EHSS) policy,
goals and objectives with various lab teams and functions at the site in order to ensure / improve overall EHSS performance.
？ Assists Plant Department and Line Managers manager on routine site operations in the area of EHSS.
？ Take the coordination of site EHSS committee, and provide assistance to subcommittees if needed.
？ Manage overall environmental programs to ensure that all aspects of the site hazardous waste and environmental permitting system are in compliance.
？ Assist and coordinate site physical security programs, procedures and contracted security force.
？ Manage HSSE related services. Develops VAMA’s H&S&E and Security Projects and oversees project contractors/ vendors to ensure timely and on-budget implementation.
？ Recommend and implement programs for improved HSSE performance and encourage interest and participation. Prepare annual EHSS plans and periodic status reports.
？ Provides technical knowledge, guidance, counsel and first line response to requests for assistance.
？ Coordinates safety incident investigations and work closely with function managers to complete thorough investigations, identify root causes and ensure timely corrective actions.
？ Prepares required HSSE reports, analyze behavior-based safety audits, first aid cases, near misses and accidents, to identify trends and opportunities, and make recommendations to improve safety performance.
？ Coordinates and/or conduct compliance HSSE training and ergonomics programs
？ Liaison with external Regulatory agencies & Corporate EHS Operations team as required for implementation of new programs, network meetings and site audits.
？ Provides leadership and administration of site emergency response plan.
？ Assumes responsibility for revising and updating site EHSS Manuals/procedures to maintain current policies with company and Chinese regulatory agencies.
？ Manages overall occupational health programs, and coordinate contract medical providers.
？ Manage and source Industrial Hygiene risk assessment and sampling/ monitoring programs
？ Oversees compliance of site fire suppression, alarm, access control and CCTV systems, assist in ITPM program.
？ Liaison with local fire department and insurance carriers.
？ Tracks spending; prepare forecasts and budgets for all HSSE programs.

？ 本科及以上职业安全，环境工程或相关工程科学类专业毕业
？ 最少5年此职位相关经验
？ 在跨国公司的类似职位工作背景优先考虑

？ 计算机能力较强，熟悉办公软件的使用
？ 优秀的口语书面表达能力
？ 出色的组织分析能力
？ 有团队合作和多个项目的处理能力

Candidate Attribute:
Education & Work Experience
？ BS degree or above in Occupational Safety, Environmental Engineering or equivalent engineering or science
？ Min. 5 years experience in similar role
？ Worked as similar role in MNC is preferred
Skills:
？ Fluent in English and native tongue is Mandarin.
？ Good computer skills and experience with Word, Excel and similar software
？ Excellent oral and written communication skills
？ Excellent organizational and analytical skills
？ Must have demonstrated ability to work in teams and handle projects/programs simultaneously
