Job Purpose (State in one sentence the overall objective of the job)
To secure production needs and control overall purchasing budget for direct sourcing of SNPT ChemOps; and maximize the use of local resources & supplies to reduce the cost.

Major Accountabilities (Describe the 5-7 main results of the job to be achieved )
1.Actively work with internal customers to ensure earliest engagement of suppliers for materials.
2.Develops strong relations with key suppliers and optimizes supplier base (such as SUQUOR) as necessary
3.Continuously works on analysis, understanding of the evolution of the market, suppliers and goods and uses the results for the sourcing process.
4.Develops and implements sourcing strategies for the defined spend area.
5.Build local factors into supply strategies; terms and conditions.
6.Applies the Five Step Strategic Sourcing Process:

a.Process Initiation
b.Situation analysis.
c.Strategy Creation and Approval
d.Strategy Implementation
e.Continuous Improvement.

7.Optimize raw material backup supplier qualification process
8.Ensure production continuity
9.Supplier risk management
10.Optimize total cost of ownership and implements purchasing best practice.
11.Leads negotiations.
12.Manages two-way communication with all people involved.
13.Complies with Novartis Responsible Procurement, Novartis Global Purchasing Policies & procedures and NFCM.

Background (State the preferred education and experience level)
Education (minimum/desirable):
?University Education with bachelor degree. Preferable with Chemistry or Pharmaceutical background
?Professional Sourcing certification
Languages:
Experience:
?Native Chinese, Mandarin & English
?More than 8 years working experience in purchasing/sourcing/exporting business.
?Experienced in SAP
?Has a strong network of local chemical suppliers
?Basic knowledge of chemistry
