Program Management Department Manager项目部经理
Objective of function岗位目标
Champion the Program Management Discipline throughout the company by way of instruction, coaching and mentoring to ensuring commonality across all programs.
通过说明,指导,咨询的形式确保公司的各个项目都按照了公司的项目管理要求。
Responsibilities岗位职责
1、Responsible for ensuring that each Program Manager meet program timing with SDT team.确保各项目经理和其领导的SDT小组能满足项目的开发时间进度要求。
2、Support program manager in negotiation with Customer on change requirements and issues. 针对客户要求的工程变更,支持项目经理和客户进行全面沟通。
3 Ensuring that PM team meets customer expectation (include PLUS deliverty).确保项目组满足客户期望,完成PLUS要求的项目交付文件。
4、Review and plan PM team resources accordingly. Support with red issues in program management.根据工厂发展需要,规划和评估项目组的资源状况。并针对项目的红色开口问题,进行支持。
5、Coordinate all SDT meeting, lead Program monthly review, Gate exits and ensuring that the dates are all captured in the PM Calendar.协调所有项目的SDT会议,主导项目月度回顾会议,门退出会议的时间安排来满足各项目的开发时间进度表。
6、Program Risk Management 项目风险管理
Schedules and leads monthly Program Reviews for each "A" and “B” rank program for the purpose of assessing status to plan (PAP) in accordance with the project scope agreed to with our customer per the SOW. Monitor "C" level programs to ensure progression matches plan.
计划并主导定义为’A’和’B’项目的每月项目回顾.其主要目的根据已得到客户确认的SOW里所记录的项目范围来评估PAP的实施情况.监督”C”级项目的进程,以确保符合计划。

Gate and Phase assessments to follow same basic guidelines as Program Reviews. DPM to drive program teams to achieve full Gate/Phase exit on the date identified on baseline PAP or as modified via approved PD3/PD4.
采用与项目回顾相同的基本指导方针进行门和阶段的评估. 项目部经理负责推动项目小组按照PAP上定义的时间基础或者通过PD3/PD4更改后的日期完成全部门/阶段的退出.

DPM to be knowledgeable as to Who, What, When and How with regards to issues identified by Program Teams resulting in potential violation of critical path and unacceptable level of risk.
当项目小组确认了将影响关键路径或有不可接受的风险的问题后,项目部经理需要很清楚由谁通过何种方式解决该问题,包括问题预计的关闭日期.

DPM is primary individual within the JV to gauge risk level for each program. If delays or unacceptable levels of risk appear imminent work with team to develop recovery plans, escalate as necessary. If resources are required from outside JV communicate needs to JV General Manager and CSC DPM
项目部经理是JV工厂里衡量各个项目风险级别的主要人员.如果在接下来的工作中将有推迟或者不可接受的风险,项目部经理需和小组一起制定遏制计划,根据需要,把问题逐级上报.如果需要从JV工厂之外需求人力支援,项目部经理负责和JV工厂总经理和CSC项目部经理交流此需求.

Evaluates all PD3/PD4 requests with BU leadership comparing proposals against customer commitments and critical path timing. Forward all approved requests to CSC DPM.
与业务单元领导一起评估所有PD3/PD4要求,根据客户要求和关键路径比较方案.把所有获得批准的变更要求转发给CSC项目总监.
7、Manpower Planning & Budgeting 人力规划和预算
Ensures that program department is adequately and efficiently staffed in accordance with company’s business strategies

Be responsible for department budgeting and ensures that actual cost is under control

Improves Program competitiveness and customer satisfaction by driving continuous improvement activities and inspiring innovations of ingenious products, services, solutions and processes

9、People Development员工发展
Supports employee development by offering proper training, coaching and job rotation opportunities; ensures that Performance Review, Succession Planning and other HR programs are implemented

Competency Requirements (能力要求)
1、Education: Technical Undergraduate’s Degree. Master’s Degree in Business strongly desired. 教育:理工科本科毕业, 有工商管理硕士学位的优先考虑
2、Job experience: PMP Certification is desired. Problem solving and negotiation class experience desired.
工作经验:有PMP认证的,或有丰富的问题处理经验和谈判经验的,将会予以重视。
3、 8 years management experience in one or more of the following areas: Program Management, Engineering Management, Manufacturing Management, Quality Management.
在以下一个或多个领域中有8年的工作经验:工程/制造部/质量部/ 财务部
4、5 years of working experience in the Automotive Industry including at least one vehicle launch. Demonstrated knowledge of automotive design and launch process.

5、Demonstrated leadership experience or completion of JCI Leadership Development Program.
