CLIENT SUMMARY
Our client is one of the largest companies in the building materials and housing equipment industry.
POSITION DESCRIPTION
The Regional HR Leader is to oversee the full spectrum of HR management in North Region, lead HR management of a wholly owned subsidiary with more than 2,800 employees in Dalian and a joint venture invested by the company with more than 1,000 employees in Qingdao. He or she will support various initiatives cascaded down from Greater China to enhance organization efficiency, continuously improve key HR policies and processes in talent acquisition, C&B management, performance management, talent development and employee engagement, and prepare human resources pipeline to develop the organizational capabilities in region.
POSITION RESPONSIBILITIES
- To oversee the full spectrum of HR management in North region, establish HR management strategy aligned with GC business development strategy as well as and plant operation strategy, and ensure its smooth implementation.
- To proactively support GC in reviewing the existing organization structure in region so as to enhance the organization efficiency and employees’ productivity whist reducing people cost.
- To regular review and revise key HR policies and procedures in Staffing, C&B, Learning & Development and Performance Management and so on in region, make sure it can well support the sustainable business growth in region and smooth plant operation cost effectively.
- To monitor people cost, provide expertise to management team in enhancing employees' productivity with appropriate human resources.
- To coach business managers in terms of developing employees as well as retaining those excellent employees.
- To provide expertise in supporting business managers in performance management, advise proper approaches to timely recognize employees with good performance, and solid actions to manage low performers;
- To develop HR team in region, continuously enhance their capabilities and competencies.
- To be a gate keeper and role model for the strict implementation of company’s compliance policies.
- Liaise with all local labor authorities, and deal with labor disputes if there are.
- To support HR tasks and projects assigned by HQ;
POSITION REQUIREMENTS
1. Bachelor's degree and above, majored in Human Resources Management, Business Administration or equivalent;
2. Minimum 10 years' and above Human Resource's working experience in manufacturing environment, incl. 5 years' managerial experience, organization integration experience is plus;
3. Demonstrated ability to make independent decisions, evaluate people, manage conflicts in a dynamic environment and effectively interface with business managers at various level;
4. Solid labor law knowledge;
5. Open minded, strong interpersonal and influence skill, excellent communication and coaching skill;
6. Strong analytical and problem solving skills, able to work effectively under pressure;
7. Process and detail oriented, good planning and execution management skills;
8. Good command of English incl. listening, reading, writing and speaking ability;
