Job Purpose
Responsible for the overall leadership and management of Medium Voltage Design and Manufacturing facility in Harbin, China.
Key functions included in this job are product management, product development, engineered-to-order project quotation, order engineering, project management, manufacturing, manufacturing engineering, employee health and safety, production and inventory control, procurement, logistics, continuous improvement (Lean Six Sigma), quality, field service and commissioning, with strong leadership influence on finance and human resources.
Key Responsibilities
DO
Responsible for developing and delivering a global product for sale in selected markets around the world.
Expected to cooperate with all worldwide businesses to work toward common platforms, methods, procedures, and systems leading to global products.
Has leadership responsibilities to drive a lean and Six Sigma continuous improvement culture leading to quality improvements, cycle time reductions, safety improvements, cost and waste reductions, increased employee and customer satisfaction, inventory reductions, supplier development and on-time shipping performance.
Responsible for development of annual operating plans, budgets and staffing plans necessary to implement strategic directions for the site, managing overall profit and loss results for site and corrective actions as needed to produce planned results, provide leadership in planning, structuring, measuring and delivering engineering based solutions.
Responsible for overall management and leadership of the corporate entity headquartered in Harbin and represents the Company in relations with major customers, suppliers, government agencies, and industry organizations, etc.

This position responsible for following all applicable corporate, company, governmental, environmental, safety, quality, and regulatory policies and procedures as appropriate for this position.

Attract, retain and motivate a pool of talent required to drive successful execution of the Harbin-based business.
Determine and guide priorities for the rapid growth of the Harbin-based MV business environment that is easy to do business with.
Resolves conflicts between operating units and line/staff departments related to products and services in high opportunity environment.
Responsible for fostering a climate of diversity and teamwork, rewarding and recognizing high performance with open, honest communication that supports Rockwell values while recognizing the unique aspects of individuals.
Responsible for driving continuous improvement regarding costs, quality, delivery, cycle time and asset management through Lean and Six Sigma practices.

Support transfer and sharing of best practices and process knowledge with all similar global design and manufacturing facilities

EDUCATIONAL QUALIFICATIONS / WORK EXPERIENCE
MBA or equivalent (desirable), Engineering Degree
Demonstrated ability to manage a business P&L.
Proven track record in growing a business.
Familiarity with and ability to operate in a highly matrixes environment.
Thorough knowledge of engineered to order businesses
Knowledge of manufacturing in multiple environments.
