Key Areas of Responsibility：
Responsible for the procurement activities of one or more sub-commodity groups (Active components, Passive Components, Wire-wound Components, Printed Circuit Boards, …) within Led Lamps;
Represents procurement in the Shanghai development center and ensures early supplier involvement; preferred supplier selection and preferred component selection, encouraging standardization and commonality;
Drives concept savings in new product development in close cooperation with Component Engineering, Development, Marketing, Quality, SCM;
Provides accurate cost estimates; and should-cost assessments for newly proposed products;
Leads/ executes DfX conventions; Organizes cost reduction workshops;
Handles requests for quotation, negotiates prices for new components, and joins annual or more frequent corporate price negotiations together with the Commodity Teams;
Drives new Supplier Development together with the Commodity Teams;
Supports the Supplier Quality Manager in new component and supplier release process
Provides input for make or buy analysis;
Acts as an escalation channel for component shortages at Contract Manufacturers, takes ownership to solve the shortages;
Benchmarks Philips’ pricing with Contract Manufacturers’ pricing and implements Lowest TCO;
Supports suppliers ramp-up, links component suppliers with Contract Manufacturers;
Supports contract negotiations in order to ensure Led Lamps preferred Terms/Conditions are implemented;
Provides input to the Commodity Teams regarding the Led Lamps supply base needs based on business requirements;
Orders tools and samples related to new product development; where needed provides long term forecasts to suppliers;
Executes and supports phase in – phase Out (PIPO) planning related to new product introduction;
The Procurement Engineer site may act as Supplier Account Manager assigned by, and under the delegated responsibility of the relevant commodity;

Job Requirements & Skills

· Education: Min. Bachelor degree, Master degree preferred, preferably in Electronic Engineering, Operations, or Supply Chain Management
· Experience: Min. 5 years experience in high volume manufacturing, sourcing, purchasing, or operations
· Competency and Skills: Good understanding of electronic components in terms of functional requirements, technical specifications, and cost and lead-time targets; strong ability to assume leadership role with cross-functional peers; strong written and verbal communications skills; Fluent in English and Mandarin; Strong analytical skills (cost modelling, quotation analysis); ability to be innovative in issues related to procurement, sourcing, vendor relations. Familiarity with DFMA (Design for Assembly & Manufacturing), reverse engineering or other Value Engineering tools is desirable but not required.
· Travel Frequency: 10-20%
