Job Description and Qualifications POSITION SUMMARY

Purpose
This position is to support all purchasing and execution activities in Eastern China and comply with established Corporate Purchasing Policies and Practices as applicable and create greatest impact to the Material Purchasing Operations group and internal stakeholders. The position is also responsible for driving strategies for Tier 2 commodities and supporting sourcing teams in executing related strategies that can create hard savings or process improvement in his area of responsibility.



Nature and Scope

The position is responsible for planning and executing procurement activities including seeking, qualifying, executing purchase agreements with reliable sources of equipments, spare parts, operating supplies, logistics service and other general services as required in support of the operations and businesses in East China.
The position is responsible for effective execution of strategies in local region developed jointly with Sourcing team, and report out monthly performance to China Field Procurement Manager.

PRINCIPAL ACCOUNTABILITIES

Purchasing:

? Develop strategic sourcing using the 7 step process for 2nd tier commodities.
? Conduct purchases of commodities including equipments, spare parts, consumables, supplies and services required for GO, as well as for Non-GEO projects.
? Identify and qualify reliable suppliers for those commodities mentioned.
? Develop bid lists, inquiry packages, negotiation strategies, etc, for procurement assignments.
? Record and report vendor performance, and follow the improvement plan/actual.
? Negotiate with suppliers on the commercial terms.
? Prepare PO's or purchase contracts with all agreed terms and complete technical specifications.
? Expedite PO execution and shipment/delivery.
? Measure supplier's performance and manage the supplier relationship effectively.
? Implement and comply company purchasing procedures/policies/guidelines/best practices.
? Maintain the purchasing database and documentation in accordance with predetermined practices.
? Prepare purchasing statistics and reports as required.



JOB REQUIREMENTS

? At least 10 years of sourcing/purchasing work related experience.
? Bachelor Degree in engineering/technical
? Good English skill, good oral English skill required
? Skill in using Excel, Word, Powerpoint, Internet
? Good skill at organizing, analyzing, and coordinating
? Good communication, teamwork and presentation skill
