What is the Main Purpose of the Job?
The main objective of a Procurement Engineer with product focus (PE-P) is to drive cost down projects, represent procurement in new product introduction
projects in a development center and achieve product cost reduction through value engineering and supply chain optimization. He/she is a key participant in
the “idea to market” (I2M) set of processes, from business planning to product lifecycle cost optimization, with the major share of work being in new product
development. He/she primarily assists development teams by providing them with accurate cost estimates and by challenging them to further optimize the
product and the supply chain. PE-P's support their business to access all Procurement activities, including Commodity Management teams and O2C. They
manage involvement of all relevant Commodity Management teams in the product creation process.
Key Areas of Responsibilities (KAR) for this role
· Drive concept savings in new product development in close cooperation with Marketing, Quality, SCM and development;
· Represents procurement in a development center and ensures early supplier involvement;
· Provide accurate cost estimates;
· Leads/ executes DfX conventions;
· Provides should-cost assessments for newly proposed products;
· Drives request for quotation process based on the Forward Procurement List;
· Drives the Supplier Selection Process together with the Commodity Teams;
· Supports the Supplier Quality Manager in new supplier component release process as part of the Advanced Quality Plan (AQP), including compliance
and sustainability aspects;
· Aligns needs with competitive landscape and technology roadmaps
· Provides input for make or buy analysis;
· Supports the in/outsourcing process (e.g. knowledge transfer, supplier ramp-up);
· Provides input to the Commodity Teams regarding the supply base characteristics based on business requirements;
· Orders tools and samples related to new product development;
· Execute and support phase in – phase Out (PIPO) planning related to new product introduction;
· The Procurement Engineer site may act as Supplier Account Manager assigned by, and under the delegated responsibility of the relevant commodity
team.
Job Knowledge, Skills & Experience
Education: BS/MS or comparable diploma in Mechanical, Industrial, Electrical or Electronic Engineering.
Relevant experience, 3 to 5 years of experience in a high volume assembly-type industry (lighting or appliances, but also e.g. automotive supplier, consumer
durables, …) in supply chain related functions (production management, industrial engineering, procurement, quality…) or related financial controlling
functions (cost engineering, supplier auditing, …). Change management experience gained e.g. in lean manufacturing or six sigma style programs is also
considered relevant.
Familiarity with DFMA (Design for Assembly & Manufacturing), reverse engineering or other Value Engineering tools is desirable but not required. Process
improvement techniques based on Lean Manufacturing principles will be a plus. Candidates must be familiar with main productivity tools used in Philips,
e.g.MS Office and AutoCAD.
Candidate profile, Candidates are required to have a sound practical knowledge of how supply chains work and be able to assess the cost drivers of
industrial processes. They need to be familiar with how cost calculations are built up and what direct costs and mark-ups are applicable throughout the entire
supply chain - inbound, in-house and outbound. They need to have a sense of proportion as to what cost levels are appropriate and be “street smart” about
how cost is often disguised or smartly “justified” in product cost reports and supplier quotations.
Candidates need to demonstrate strong networking and communication skills, as the ability to lead teams effectively and to get stakeholders of other functions
agree to cost reduction actions will be critical to obtaining the challenging cost reduction targets agreed with management.
