职位描述
SPECIFC DUTIES AND RESPONSIBILITIES
1. Manage the activities of direct HR staff including recruitment of qualified personnel, performance
management, scheduling, corrective action, etc.
2. Drive Empower Employee program culture.
3. Direct the interpretation and application of established human resources policies throughout the
division. Provide leadership and consulting support to division management on HR matters including goal setting, policy
development, disciplinary actions, and employment status.
4. Formulate and manage the Human Resources budget.
5. Administer wage and salary policies. This includes compliance with governmental wage and hour regulations, participation in job
evaluation and work measurement projects, and conducting local wage and salary surveys.
6. Develop and direct an effective recruitment and retention program.
7. Develop and direct annual training program, which benefits BU development and employee career development in Martin
Engineering.
8. Manage benefit plans, including but not limited to health plans, disability, serving as primary contact with providers and liaison
between employees to resolve benefit related problems and ensure effective utilization of plans and employee relations. Analyze
division benefit costs and make recommendations to the General Manager regarding reducing costs or adding cost-effective
programs. Ensure plans are administered in accordance with local regulations and plan provisions.
9. Maintain knowledge of employment law, local legislation and industry trends to insure division labor law compliance.
10. Review and update ISO core competencies semi-annually with managers and supervisors to remain
compliant with ISO procedures.
11. Direct the procurement of appropriate care for medical emergencies including assessment, evaluation, stabilization, and referral
as required.
12. Investigate and respond to Labor Bureau, wage and hour and third-party charges; reviews and approves mandated governmental
reports and forms
13. Supervise procedures which comply with Labor Law requirements regarding safety issues, use of safety equipment, material
safety data sheets, etc.
14. Establishes individual and team goals which are aligned with the division’s' business strategies and
objectives. Assist employees in the development of their individual goals and monitors their performance towards the
accomplishments of those goals; ensures individual's goals are aligned with the business strategy of Martin Engineering.
15. Functions as a contributing member of the department's team and other teams, as assigned.
16. Performs other duties as assigned.
17. Employee relationship management.
18. Annual travel to Corporate USA.
STANDARDS OF PERFORMANCE
1. Efficient management of the human resources function adhering to necessary compliance and legal requirements and minimal
exposure of the division to risk.
2. Ultimate maximization of the division's human assets; development of processes which maximize the return on investment of
human capital.
3. Management of successful safety programs which contribute to improved safety and health records and a decrease in workers
compensation and other insurance-related costs.
4. Exceptional oral and written communicative skills.
5. Excellent time management and organizational skills.
6. High level of proficiency in effectively managing others for high performance.
7. Interpersonal relationships which encourage openness, candor and trust, both internally and outside of Martin Engineering.
8. Establishment of sound long-range planning; implementation of strategies and processes to achieve goals.
9. Accurate and timely completion of projects and/or reports.
10. Initiative and creative thinking in decision-making and problem resolution situations and in the performance of job duties.
11. Successful performance of assigned duties with frequent interruptions and time pressures.
12. Maintenance of Company information in a confidential manner.
13. Successful performance of duties within established budgetary guidelines.
EDUCATION, TRAINING AND EXPERIENCE
1. Four year degree in human resources, business or related field.
2. Four or more years of human resources management in a manufacturing environment.
3. Three or more years of supervisory experience.
