Purpose of the position:
The purpose of this position is to support the execution of investment projects or process improvement projects in whole China as a Project Engineer. He/she supports and reports to the individual Project Manager. In accordance with the requirements of the project, the Project Engineer can be appointed "Deputy Project Manager" for a limited period of time, e.g. during the absence of the Project Manager (PM). In this case, the Project Engineer manages the whole project on behalf of the PM.
Filling this position allows PT&E China to manage investment projects in China in the near future and to provide sufficient project execution expertise and local market know-how, especially in light of mid-size to large-scale projects.

Principal Accountability:
The project engineer is responsible for carrying out engineering / design works (e.g. specify technical equipment, develop P&IDs, layout drawings etc.) and supervise a Chinese Design Institute or an engineering contractor doing detail design. He is also involved in supervising construction activities and he cooperates with procurement for purchasing activities. Furthermore he takes responsibility for quality assurance and inspection at equipment manufacturers by subcontracting and coordination of inspection tasks.
In general he supports the Project Manager.
He has a sound understanding of the process provided by the process owner and economizes the plant in cooperation with the process owner in regard of investment and operational cost. He supports to provide a sound extended basic engineering package for the engineering contractor under consideration of the local market and the local conditions. He guides and supervises the engineering contractor during detail engineering and supports the permitting process. He puts emphasis on a cost efficient design and a timely execution of projects.
All these tasks are performed in order to achieve the major goals for investment projects, namely to design and build new plants or improve existing chemical plants by maintaining schedule and budget:
To work on and execute independently parts of an overall project
On site project work and management for process optimization projects (capacity increase, quality, safety, cost)
To increase production performance and competitiveness
By on site presence and permanent support giving

Requirements:
A good and indepth understanding of chemical process engineering for chemical plants and chemical operations as well as generally a good understanding for specialized and related engineering areas such as electrical, instrumentation, piping, civil and structural, in order to develop a new project from "scratch" (e.g. develop P&IDs, equipment and building layout drawings, equipment lists, electrical consumer lists).
Good understanding of the interdependencies between technical aspects, scheduling and financial matters
Knowledge how to handle interdisciplinary teams of engineers, procurement and financial people as well as project owners
Good knowledge of local codes and standards and local project experience on engineering, procurement and construction aspects to utilize the local practice in economic and technical aspects
Preferably good knowledge in operating and maintaining chemical production facilities and utilities
The Project Engineer is part of the whole engineering team consisting of both engineering and external resources, including discipline engineers, construction managers and supervisors, commissioning and start-up engineers, to align all resources to complete all tasks up to the final completion of the project. Organize kick-off meetings for various steps within the project
Regular progress reviews with all parties involved
Manage local engineering contractors who support this function technically and administratively and coordinate with construction companies
Communicate with 3rd party partners and keep cooperative relationship including external supplier etc.
Closely coordinate with own authority engineering team and local authorities, e.g. for final acceptance
Coordinate with expatriates such as Project Responsibles, technology experts and BU representatives
The typical role of this position is the one of a decision initiator.
Financial impact: Employees success can have impact on production with value of up to 1 to 5 Mio US$
With the decisions made on how to design the process or what process equipment to purchase, the Project Engineer influences partly the later operational cost (in terms of e.g. energy consumption, maintenance efforts).

This position requires a structured workflow to identify and clearly understand any kind of problems. The problem solving requires the ability to develop and assess alternative scenarios in order to overcome any kind of obstacles, regardless whether these are technical or other restrictions.
During the execution project several changes and modifications or certain constraints may occur, triggered by Authorities or other external and internal factors. This requires the capability to come up with alternative solutions by innovative solution finding by networking and over the fence thinking.
Mini Education level: Bachelor
Major preferred: chemical engineering, process technology or mechanical engineering
Language skills: English Very Good
Minimum years in employment:6 years
Preferred industry experience: Chemical Industry, Engineering Company with focus on Chemical Industry
Description:
University or Bachelor degree in chemical engineering, process technology or mechanical engineering.
At least 6 years of professional experience as process / project engineer in plant engineering and construction for chemical processes, herein preferably the first 2 years of work in a Chinese Design Institute
Sound knowledge of and experience with process engineering for chemical plants including good knowledge in the related fields like electrical, instrumentation, civil and structural.
Familiar with Chinese standards and codes and experience in their practical application during execution projects locally.
Fluent in English, verbally and in writing.
Ability to work in a multilingual and multicultural team
