Purpose of the position:
The purpose of this position is to manage investment projects or process improvement projects in whole China as a Project Manager. This includes carrying the full responsibility for the total project, covering all aspects of technical financial and time scheduling aspects. The detailed responsibilities of this position are defined in "Project Manager / Project Responsible Guideline". This guideline complements this job description.
Principal Accountability;
The Project Manager is responsible for the engineering, construction and fully functioning of a plant within the established budget and fixed time frame. He manages the contracting of Engineering, Procurement and Construction Management services as well as subcontracting to construction companies.
He has a sound understanding of the process provided by the process owner and economizes the plant in cooperation with the process owner in regard of investment and operational cost. He provides a sound extended basic engineering package for the engineering contractor under consideration of the local market and the local conditions. He guides and supervises the engineering contractor during detail engineering and supports the permitting process. He puts emphasis on a cost efficient design and enforces jointly with the other project managers and lead engineers of the investment project that the engineering contractor maintains an efficient matrix organization using synergies for the same disciplines (piping, electrical, instrumentation etc) across all plants of the project.
He is in charge to purchase equipment and services at best possible conditions together with the purchasing organization and in cooperation with the other project managers, the lead engineers and the principal project manager.
He is in charge for construction of the plant and uses the construction management organization of the engineering contractor as well as construction specialists. Frequently he generates cost reports in cooperation with the project controller, provides the input for the overall time schedule for the project gives forecasts about cost development and work progress.
All these tasks are performed in order to achieve the major goals for investment projects, namely to design and build new plants or improve existing chemical plants by maintaining schedule and budget.
Requirements:
A thorough and in-depth understanding of chemical process engineering for chemical plants and chemical operations as well as generally a very good understanding for specialized and related engineering areas such as electrical, instrumentation, piping, civil and structural, in order to develop a new project from "scratch" (develop P&IDs, equipment and building layout drawings, equipment lists, electrical consumer lists).
A good understanding of the interdependencies between technical aspects, scheduling and financial matters, knowledge how to handle interdisciplinary teams of engineers, procurement and financial people as well as project owners Excellent knowledge of local standards and codes and local project experience on engineering, procurement and construction aspects to utilize the local practice in economic and technical aspects.
Good knowledge in operating and maintaining chemical production facilities and utilities.
The Project Manager organizes the whole engineering team consisting of both engineering and external resources, including discipline engineers, construction managers and supervisors, commissioning and start-up engineers, to align all resources to complete all tasks up to the final completion of the project. Organize kick off meetings for various steps within the project,regular progress reviews with all parties involved,monitor and cross-check financial project data such as "budget, spent, committed",
Report regularly to the Project Owner (e.g. the investing business unit) on all ongoing activities,
Manage local engineering contractors who support this function technically and administratively and coordinate withconstruction companies,
Communicate with 3rd party partners and keep cooperative relationship including external supplier etc.,
Closely coordinate with own authority engineering team and local authorities, e.g. for final acceptance.
The Project Manager has to be experienced in making sound judgments even when only limited information is available and uncertainties cannot be fully cleared, especially in light of complex projects or under time pressure.
The Project Manager carries the full financial responsibility for the overall project budget (for mid-size projects up to 150 m RMB, for large-scale projects even beyond 500 m RMB).
With the decisions made on how to design the process or what process equipment to purchase, the Project Manager influences substantially the later operational cost (in terms of e.g. energy consumption, maintenance efforts).
Excellent communication skills, both oral and written, are essential to perform this job, especially due to the high number of people working with / reporting to the Project Manager (up to 50 indirect sub-ordinates).
This position requires the ability to develop and assess alternative scenarios in order to overcome any kind of obstacles, regardless whether these are technical or financial or other restrictions.
During the execution project several changes and modifications or certain constraints might occur, triggered by Authorities or other external factors. This requires the capability to come up with alternative solutions.
Mini Education level: Bachelor
Major preferred: chemical engineering, process technology or mechanical engineering.
Language skills: English Very Good
Minimum years in employment:10 years
Preferred industry experience :Chemical Industrie, Engineering Company in the field of Chemical Productions
Others:
University or college degree in chemical engineering, process technology or mechanical engineering.
At least 12 years of professional experience as process / project engineer in plant engineering and construction for chemical processes, herein preferably 3 years of work in a Chinese Design Institute.
Experience as Project Manager on at least 2 individual investment projects for chemical plants.
Sound knowledge of and experience with process engineering for chemical plants including good knowledge in the related fields like electrical, instrumentation, civil and structural.
Familiar with Chinese standards and codes and experience in their practical application during execution projects locally.
Fluent in English, verbally and in writing.
Ability to work in a multilingual and multicultural team
