Purpose of the position:
The purpose of this position is to manage the construction phase and if required, the start-up phase, of investment projects or process improvement projects in whole China as a Construction Manager. This includes carrying the responsibility mainly for the construction / installation phase, covering all technical aspects of civil works, mechanical, electrical and instrumentation installation. The Construction Manager supports and reports to the Project Manager on the project.

Responsibilities:
The Construction Manager is responsible for the timely execution of all construction and installation activities in order to build a fully functioning plant based on the detailed design drawings within the established budget and the given time frame. Note: the detailed design drawings are to be provided by the Project Manager or the Engineering contractor to the Construction Manager.

On behalf of the Project Manager, the construction manager is in charge of the construction of the plant, quality and safety on the construction site. He supervises and instructs all external construction companies, the construction team of the engineering contractor and other third parties. Frequently he generates reports and provides feedback to the Project Manager, he also keeps track of the construction time schedule.

All these tasks are performed in order to achieve the major goals for investment projects, namely to design and build new plants or improve existing chemical plants by maintaining schedule and budget.
Technical knowledge base: The technical knowledge required for this position involves:

- A thorough and in-depth understanding of civil / structural and architectural (CSA) works and all mechanical works (installation of process equipment, package units, piping, electrical, instrumentation, insulation etc.) for chemical plants;
- deep knowledge on welding technology;
- experience how to set up a new construction site, e.g. set up temporary facilities such as water, power, offices etc.;
- experience in establishing and enforcing construction management, and EHSQ (environmental, health, safety and quality) procedures and guidelines, site access management system, work order procedures (work permit for welding work, scaffolding, work in confined areas etc.);
- warehouse management & goods receiving and inspection procedures,
- a good understanding of the interdependencies between technical aspects, scheduling and financial matters,
- knowledge and experience how to handle several external contractors and suppliers who work on the same construction site / same area simultaneously,
- excellent knowledge of local standards and codes and local project experience on construction aspects to utilize the local practice in economic and technical aspects,
- good knowledge in experience in start-up and commissioning of chemical plants, basic understanding of operating and maintaining chemical production facilities and utilities.
Team and resource management: On behalf of the Project Manager, the Construction Manager organizes the whole construction team consisting of both personnel (including discipline engineers) and external resources such as construction coordinators and workers, commissioning and start-up engineers, to align all resources to complete all construction tasks up to the final completion of the project.

- organize kick-off meetings for various steps within the project,
- regular progress reviews with all parties involved,
- communicate with 3rd party partners such as Quality Supervision and keep cooperative relationship including external supplier etc.,
- closely coordinate with own authority engineering team and local authorities, e.g. for final acceptance.
Requirements:
Decision making: The typical role of this position is the one of a DECISION INITIATOR for the Project Manager resp. a DECISION MAKER on behalf of the project manager.
Financial impact: The Construction Manager carries the responsibility for the timely installation and therefore timely completion of the overall project budget (for mid-size projects up to 25 m Euro, for large-scale projects up to 100 m Euro).
Interpersonal skills and networking: Excellent communication skills, both oral and written, are essential to perform this job, especially due to the high number of people working with / reporting to the Construction Manager (up to 10 indirect sub-ordinates).
Problem solving and innovative thinking: This position requires the ability to develop and assess alternative scenarios in order to overcome any kind of technical obstacles. During the project execution several changes and modifications or certain constraints might occur, triggered by Authorities or other external factors. This requires the capability to come up with alternative technical solutions.
Bachelor
Major preferred: Civil engineering,Mechanical or Chemical Engineering
Language skills: English
Very Good
At least 5 years of professional experience as construction manager.
Preferred industry experience :Preferably in construction of chemical productions.
Others: sound knowledge and practical experience in welding technology
familiar with Chinese standards and codes and experience in their practical application during execution projects locally;
ready to take care also for QC at equipment manufacturers
fluent in English, verbally and in writing;
ability to work in a multilingual and multicultural team;
willing to travel and work temporarily within China
