GENERAL DESCRIPTION OF FUNCTION:
Project Phase:
Assist Project Leader (Operations) in providing overall Maintenance Support to QingPu Plant- ISFP:
1. Develop and implement Maintenance strategies aligned with manufacturing strategies
2. Lead and motivate the Maintenance team in achieving project deliverables
3. Recruit, Train and develop a principled and competent maintenance workforce to conduct field checkouts, Precommissioning, Commissioning and Start up of systems/equipment
4. Study, Understand and lead the setting up of maintenance system aligned with Operations Excellence model during project phase:
a) “Maintain” work process
b) Routine Maintenance (RM)
c) Improve Equipment Reliability (IER)
d) Contract Management (CM)
5. Execute Compliance and EHS plans, and accountable for performances of maintenance workforce
6. Direct and Control all Maintenance expenses to meet the project cost
7. Work closely with Operations, Technical, and Business Support to ensure project delivers its overall goals
Ongoing Phase:

1. Leverage technical resource and sharing best practice in QP 3 plants
2. Refine Maintenance strategies aligned with manufacturing strategies
3. Lead and motivate the Maintenance team in achieving 3 plants deliverables
4. Continue to develop a principled and competent maintenance crew to support the 3 plants
5. Implement and continuously improve Operations Excellence system :
a) “Maintain” work process
b) Routine Maintenance (RM)
c) Improve Equipment Reliability (IER)
d) Contract Management (CM)
6. Execute Compliance and EHS plans, and accountable for performances of maintenance workforce
7. Direct and Control all Maintenance expenses to meet the plant cost
8. Work closely with Operations, Technical, and Business Support to ensure plant delivers its overall goals
GENERAL
This is a key leadership position and the person will be a member of QingPu Leadership Team (QLT). The person reports directly to Plant Manager during on going phase and he/she is responsible to chart plant direction and achieving plant vision/goals.
The person has to work very closely with Operations and Technical of 3 plants in Qingpu, to ensure all maintenance related problems are resolved immediately. He/She also has to lead his/her team to achieve high equipment availability and reliability. He/she should leverage the resource of maintenance in 3 plants, optimize the organization for labour cost and higher effectiveness and efficiency to achieve maintenance excellence.
During project phase, this person has to exercise great leadership to recruit, train and develop a competent maintenance workforce, and ensure the group is able to carry out project tasks fully in compliance with company/local policies and adhering to high ethical standards.
QUALIFICATIONS
1. Degree in Mechanical or E/I Engineering
2. Min 5 years relevant hands-on maintenance experience (past 3 years in managerial position)
3. Good command of Mandarin/Basic English proficiency
4. Strong Leadership skills
5. Positive Attitude and Good Interpersonal skills
6. Project/Chemical/Fibre experiences will be an advantage
