Plant Manager

Location:Guang Zhou

Responsibilities

HSEQ

1. Responsible for HSE at plant level, ensure high safety standards observed during new project phases at the plant
2. Prepare the 3 years plant & propose investments for budget.

Supply & Manufacturing

• Develop and monitor the implementation of all procedures with regards to manufacturing
• Direct planning and control of manufacturing process to ensure volume, quality and cost effectiveness
• Direct materials supply function to ensure adequate stock and timely supply of materials to production lines
• Direct finished products delivery to customer and depots;
• 8 external depots (incl. a local depot) management;
• Design packaging according to Group standards;
• Keep aware and organize implementation of local regulation concerning packaging;
• Ensure maintenance to support production efficiently.

Plant projects & Maintenance

Feasibility studies of projects: analyze current storage and production capacity, raise the proposal of extension projects including construction feasibility studies, planning strategy, design and planning presentations.

Management of projects: be responsible for proper administration of construction contracts and for obtaining all necessary permits and licenses; develop a cost-effective plan and schedule for completion of project following a logical pattern for utilization of resources; and maintain strict adherence to the budgetary guidelines, quality and safety standards.

Management of daily maintenance: ensure adequate maintenance of the production facilities and review purchasing demand according to the condition of production and equipments.

Accountabilities

• Implement HSE policy for the whole plant, conforming to TOTAL Group standard
• Direct and supervise production and supply to ensure quality and quantities required at the best cost and delivery conditions.
• Be responsible for plant expansion projects such as BO/additive tanks construction, increase blending/heating capacity and build new compact warehouse to improve operation efficiency

Qualifications / experience required

• Bachelor degree or above, major in Engineering, production management or chemistry;
• 10 years of experience in process engineering related activities such as oil industry, chemicals, power plants ;
• At least 8 years of experience as manager of a production department dealing with personnel, security and budgeting issues ;
• Knowledge of quality assurance and ISO certification;
• Fluent in Mandarin and English.
