Job Description and Qualifications
Purpose
To support the growth of opportunities in large air separation plants, there is a vacancy in the Construction Estimating section of the Engineering team..
The team provides proposals to be a competitive supplier of large air separation units employing world-class products, quality and technology, designing and building oxygen plants in the 300+ MT/D range and that can have a combination of any of the following products: gaseous and/or liquid oxygen, nitrogen, argon and rare gasses. The China team works with other regional resources located in UK and USA. The team provides product development, proposal development and project execution services including a full turnkey capability, to the commercial teams who manage assets and opportunities on a worldwide basis. We support both sale of gas and sale of equipment opportunities. The team deals with a wide range of multimillion $ project values.
PRINCIPAL ACCOUNTABILITIES
Be accountable for all aspects of developing a construction cost estimate for complete chemical process plants. The estimates can be generated internally or by external LDI's to support work for projects throughout the Asia region.
Responsibilities
The focus of all Construction Estimators is the development of construction scope and resultant costs. The major responsibilities include:
? Work with discipline engineers to prepare detailed material and activity take-offs to form the basis of the construction estimates, Use contractor quotations with existing knowledge and experience to develop costs estimates mainly in the competitive bidding phase of projects.
? Ensure that the construction cost estimates used for funding requests are of sufficient accuracy to support our project execution budget performance targets.
? Work closely with the Project Development Engineer, Construction Engineering, Procurement and Project Engineering in developing construction scope definitions, costs and risks.
? Present data in a clear and precise way to achieve approval of the estimate by senior management
? Participate in bid clarification meetings with construction contractors as required
? Prepare construction labor surveys, by interfacing with construction contractors, Customers, etc.
? Review the construction estimating activities and results completed by outside engineering firms for all phases of a project, from initial bids to contract addendums.
? Collect data and maintain measurements to ensure continuous improvement in the speed and accuracy of developing construction scope, costs, risks and accuracy.
? Monitor changes in scope during projects and support the Project Engineer's forecasting efforts as required.
? Have the ability to check work of others and take the initiative to change and improve work practices if need to improve efficiency and effectiveness of the construction estimating
JOB REQUIREMENTS
6 to 8 years in Petrochemical or related industry in construction or project background. Some site and design experience are benefits.
Working experience at proposal department of a construction contractor would also be a benefit
BS in an Engineering discipline;
Reasonable English.?skills in oral and written
Have good organization, and interpersonal skills
Have the ability to multi task dealing with different estimates at the same time
Have good IT skills in data management and analysis
This position will offer you the development of a blend of technical and commercial skills.
