BUSINESS / FUNCTION: Operations
REPORT TO: Operations Manager
NUMBER OF DIRECT REPORTS: One
LOCATION: Shanghai Plant
POSITION SUMMARY: Manage Capital Projects from Design to Start Up
ESSENTIAL JOB FUNCTIONS:
1. Work with Production, R&D and other departments to prepare projects for capacity increases and/or productivity improvements
2. Prepare Cost Estimates to evaluate project feasibility
3. Prepare AR - Appropriation Requests for Capital Projects
4. Work with HSE to do safety assessments on new projects
5. Work with Design Institute to prepare detailed Engineering Designs and Drawings
6. Work with local government agencies to review requirements
7. Prepare bid packages for external contractors
8. Work with team to select contractors to perform work
9. Manage contractors on site to see that they work safety; and perform quality work in a timely manner
10. Help with the start up of new equipment
11. Work with Maintenance and Production on the turnover of new equipment
12. Assist Maintenance on equipment diagnosis issues as needed
EXPERIENCE REQUIREMENTS: Must have 5 or more years on Project Engineering
EDUCATIIONAL REQUIREMENTS: B.S. Engineering required; Mechanical or Electrical Engineering Degree preferred
SKILL REQUIREMENTS:
1. Ability to understand processes and make improvements to them
2. Ability to work with people at various levels of the organization
3. Ability to review mechanical and electrical design plans and drawings
4. Ability to work on computer programmers. AutoCAD LT experience required
5. Ability to organize complex projects using Gannt charts required
6. Ability to hire and manage multiple contractors
7. Knowledge of handling flammable chemicals helpful
8. Knowledge of powder manufacturing helpful
9. Knowledge of automation/ PLC controls required
10. Knowledge of Process Safety Management required
11. Ability to speak English and Mandarin
12. Lean Six Sigma Green Belt or Black Belt a plus
MISCELLANEOUS INFORMATION:
1. $2.5 million USD capex budget - strategic site
2. The Project Engineer will work closely with Maintenance on Preventative Maintenance and Mechanical Integrity projects.
