Assistant HR Manager (Head of HR Dept.)

Summary of Client:
Our client is an American WOFE (Wholly Owned Foreign Enterprise) in Dongguan City and produces electrical heaters in a very wide range of the product series, which cover those tubular electrical heating element for refrigerators, dishwashers, washing machine, cooking, air conditioners, automotive, etc.. Its customers are those world-famous companies like Whirlpool, GE, Electrolux etc.
Reporting Lines:
Report to: General Manager (American)
Key Responsibilities:
This post is mainly responsible for the functions of Recruitment, Training and Employee Relations.
Recruitment and Selection:
1. Write job description and job specification based on input from department supervisor.
2. Develop sources of qualified applicants and engage in recruiting activities aimed at developing a pool of qualified applicants.
3. Conduct initial screening interviews and refer feasible candidates to department supervisor.
Training and Development:
1. Prepare training materials and orientation documents and outlines.
2. Serve as resource for providing information regarding how to institute and operate quality improvement programs and team-building efforts.
3. Develop performance appraisal and maintain records of appraisals.
Employee Relations:
1. Diagnose underlying causes of labor discontent with an eye toward anticipating the sorts of morale and other problems that may lead to unionization efforts.
2. Train line managers regarding the interpretation of contract terms and the legal pitfalls to be avoided during the union organizing effort.
3. Advise managers regarding how to handle grievances and assist all parties in reaching agreements regarding grievances.
4. Develop a guaranteed fair treatment process and train line managers in its use.
Job Requirements:
1. Bachelor degree majored in Psychology or Human Resources Management or equivalent.
2. At least 5 years working experience in the field of human resources management.
3. Excellent knowledge on recruitment & selection, training & development and employee relations.
4. Conversant with PRC labor laws & local labor regulations.
5. Good command of English in speaking, listening, reading and writing.
6. Good PC skills (i.e. Microsoft Office).
7. Strong leadership and management abilities.
8. Excellent abilities of planning, organizing, communication, controlling and analysis.
9. Initiative, proactive, high energy and able to work under pressure.
10. Good team work spirit.
