职位表述和要求：

JOB PURPOSE

To provide all project management activities for the Authority approval, engineering design, cost estimate, scheduling, equipment supplier and sub-contractor selection and management, control of construction, safety, budget control and commissioning of assigned capital expenditure facility projects within China.

All projects shall be prioritized and managed to meet the expectations of the supply chain whilst ensuring all safety and engineering standards are achieved. Continuous improvement shall be employed throughout to ensure costs are minimized and high operational reliability is achieved and maintained.

To provide engineering support and expertise to the regional packaged gases facilities in respect to technical, operational, process, maintenance and equipment specific issues and projects.

To provide technical expertise to strategic regional development opportunities including potential M&A activity.

PRINCIPAL ACCOUNTABILITIES

Authority Approval:

To take lead in application of authority approval in project execution phase under support of owner’s team.

Project Design and Estimation:

To prepare detailed engineering proposals for review and approval with Engineering, Supply Chain and Business management. Proposals shall include preliminary or detailed design as appropriate in accordance with Packaged Gases standards and specifications, together with a full scope, cost breakdown, project plan and execution strategy.

Project Execution:

To ensure all approved projects are executed on time, in budget, and in accordance with AP EH&S procedures, local regulatory requirements and AP technical standards.

To ensure all technical and safety reviews (HAZOPs) are completed as appropriate during the detailed design phase of the project.

To manage all sub contractors and project specific suppliers to ensure delivery and installation is performed safely and on time.

To safely commission installed systems and ensure all training of site personnel is performed together with handover of documentation, spares provision and SAP maintenance plan preparation in accordance with approved eMOCs and ORI task lists.

Technical Support:

Provision of Facility site support for continuous improvement projects and operational process and equipment performance issues.

Provision of technical services to provide business support for new strategic opportunities in accordance with the regional M&A planning.

Training and development:

Support of personal training and development objectives.

QUALIFICATION REQUIRED

The job holder will be of chartered engineer, or equivalent status, in a technical discipline and have a wide range of Project Engineering experience gained in gas businesses or similar technologies. A proven track record of managing major projects is required for Senior level positions over a minimum of 10 years.

The job holder shall have very good skills in motivating and influencing people as results are achieved through the assembled project team including both AP personnel and sub-contractors. Good English and Mandarin written and verbal communication skills are also necessary.
