职位描述
The PMO Program Manager works across the APAC region and provides PMO services to office fit out & restack projects including equipment, infrastructure and other tangible assets at the Philips locations in a multi-country region. This position is to drive the process for senior stakeholders to make well-informed and timely decisions and collaborate with Philips subject matter experts to make sure all contributing work-streams are productive and effective towards delivering successful project outcomes. Can work independently, but receive some guidance and direction from manager then determines best approach to accomplish work, solves complex problems and takes a broad perspective to identify innovative solutions, with ability to articulate region-based delivery issues and work with the manager to develop globally aligned solutions.
Responsibilities include:Individual contributor typically reporting to the APAC Constriction Project Manager.
- Responsible for the successful planning, brief development and budgeting of a portfolio of projects determined by the manager.
- Documents the project brief/ project charter for projects and ensures client approval. Develops the project execution plan, and manages change control (approval) after initial approval by Market Lead. Provides intelligence to the project initiation form.
- Responsible for end to end delivery of fit out or restack projects from project execution plan development throughout to completion and handover to FM operations
- Responsible for and completes due diligence for projects, and for ensuring that cross functional (risk management, IT, security, Facilities Management etc) are included in due diligence and cost estimates.
- Development of the project business case including budgeting, options appraisals and recommendations to the business. Contract execution responsibility for the complete project life cycle from inception to handover.
- Responsible for the management of PM service provider, ensuring compliance with contract and alignment to process.
- Actively supports manager to implement global delivery and partner strategy across the region.
- Works with IMS to develop most appropriate procurement plan to ensure successful project delivery, prepare then lead the RFP when required
- Ensures the project complies with Philips’s Health & Safety Guidelines.
- Accountable for adherence to PRE WPI programs & RE playbook, process and other global directives, standards and guidelines.
- Accountable for the design within budget and escalation point for design queries
- Escalation point for project related issues
- Project auditor for design, construction and procurement processes
- Responsible for occupancy management; project close-out and publication of lessons learnt
- Ability to execute at the tactical level only when absolutely necessary to mitigate risk to Philips
- Determines project risks, defines corrective action and drives the projects to closure.
- Identifies and tracks all relevant project and partner metrics processes
- Accountable for all undergoing projects to accord with finance processes (IMS, contract, PO, change order, payment etc)
- Produce accurate and timely monthly report including information of cost & project status as requested
- Ensure continuous communication with all key stakeholders of the project and share the required information as per communication plan
- Manages conflict and drive team collaboration to achieve project results
- Demonstrate compliance by self-audit and meet compliance requirements (i.e. GBP, FDA, Standard Processes, Philips behavior etc.)
· BA in Architecture, Engineering, Real Estate, Interior Design and/or Space Planning;
· Knowledge of design Health & Safety requirements;
· plus 8 years of project and program management experience
· Ability to work remotely with limited supervision
· Certification in facility management, engineering or architecture preferred;
SKILLS:· Knowledge and ability to use analytical and problem-solving techniques;
· Proficient in AutoCAD tool, MS Project or similar, Word, Excel, PowerPoint, Outlook/lotus Notes;
· Strong analysis and spreadsheet capabilities;
· Strong interpersonal communication skills;
· China & English language proficiency;
· Client Relationship Management ability;
· Assertiveness and win/win conflict resolution;
· Ability to complete tasks on time and produce deliverables independently;
· Ability to work in a matrix structure in a collaborative networked environment with strict procedures and processes;
· Experience in meeting senior level clients across the enterprise and interpreting business needs into a detailed client brief;
· Ability to operate at a strategic level by developing high performing service provider teams to deliver multiple concurrent projects across a designated region;
· Detailed regional knowledge of the design and construction process for Philips workplace
· Excellent communicator with the ability to operate at all levels of the organization, across cultures and to all corporate real estate disciplines
· Excellent teamwork capabilities;
· Influential skill and ability to lead multi language, multi cultural and multi background resources.
