Key Accountabilities主要职责：

   ·         Inspect facilities, machinery and safety equipment and develop, manage and review health, safety and environmental management systems and programs to protect people and the environment.

  ·         Keep up-to-date technically with environmental and occupational health and safety regulatory changes, ensure compliance with regulations and apply new knowledge on the job.

   ·         Interview employees prepare reports and review findings of environmental and accident investigations, environmental testing, or facilities inspections and prepare recommendations for improvement. Monitor progress of environmental and safety improvement programs.

   ·         Provide technical-level support on environmental remediation, safety investigations and litigation projects, including remediation system design and determination of regulatory applicability.

  ·         Develop and review plans and specifications for construction of new machinery or equipment and determine whether all environment and safety requirements have been met.

   ·         Obtain, update, and maintain plans, permits and standard operating procedures on new builds and projects.      ·         Collaborate with environmental scientists, safety inspectors, hazardous waste technicians, engineers and other specialists to address environmental problems and safety concerns.

  ·         Conduct or coordinate worker training program in areas such as environmental and safety laws and regulations, hazardous condition monitoring and use of safety equipment. Provide new-employee health and safety orientations and develop materials for these presentations.

  ·         Carry out internal environmental, health and safety audits / responsible for Health, Safety & Environment Management including status reporting to the responsible persons and parties.

·         Interpret HSE regulations for others interested in environmental protection and industrial safety such as other engineers, HR representatives and inspectors.

  ·         Compile, analyze and interpret statistical data related to environmental impact, occupational illnesses and accidents.

  ·         Investigate the adequacy of ventilation, exhaust equipment, lighting and other conditions that could affect employee health, comfort or performance.

·         Order suspension of activities that pose threats to workers health and safety

   ·         Perform special projects as required.

   ·         Implement and support lean manufacturing principles in all areas of the business necessary to reduce cost and improve operational excellences (lean objectives, continuous improvement, identify/eliminate constraints and bottlenecks etc.).

  ·         Maintain proactive communication with HSE authorities, prepare and submit the required HSE reports and registration forms properly

·         Identify the local emergency scenarios and develop effective emergency response plan and integrate with business continuity planning. Organize regular emergency response drill and exercise  

 

Key Experiences and any Qualifications职位主要经验和技能要求：

  ·         Bachelor`s Degree in Mechanical, Industrial or Chemical Engineering or Health, Safety and Environmental Administration and 5 years of experience in health, safety and environmental engineering; or 9 years of experience in health, safety and environmental engineering

  ·         Excellent knowledge of the chemical composition, structure and properties of substances and of the chemical processes and transformations, that they undergo. This includes uses of chemicals and their interactions, danger, signs, production techniques and disposal methods.

  ·         Excellent knowledge of environmental, health and safety laws, local safety requirements, legal codes, government regulations, executive orders and agency rules; and the ability to use relevant information and individual judgement to determine whether event or processes comply with laws, regulations or standards for the protection of the environment and people.

  ·         Familiar with ISO 14001 and OHSAS 18001 standards and the environment management system. Familiar with workplace safety and health management.

   ·         Excellent organizational, planning and follow-up skills.

   ·         Excellent analytical ability and troubleshooting and problem-solving skills where issues are very complex. ·         Strong knowledge of manufacturing and production processes, costs and other techniques for maximizing the effective manufacture of goods.

   ·         Strong ability to interpret blueprints, schematic drawings, layouts or other visual aids.

  ·         Strong interpersonal skills and the ability to work effectively with others.

   ·         Strong oral and written communication skills

  ·         Proficient with Personal Computer and MS Office Suite. Preferred:

  ·         China Certified safety engineer or equivalent

   ·         Knowledge of heavy-duty diesel engine manufacturing
