Job Title: Program Manager

Reports To: Product Transfer Director

Group/Division: China Operation

Position Summary:

Working directly with the China Leadership Team, Division Operations Leaders, Division Project and Integration Leaders and the China Operations Team the Program Manager role is responsible and accountable for the coordinated management of multiple, related projects directed toward strategic business and organizational objectives. Program managers define and initiate projects and assign project managers to manage cost, schedule and performance of component projects, while working to ensure the ultimate success and acceptance of the program.

Key Responsibilities:

· Interface with Thermo Fisher China Leadership Team, Division Operations Leaders, and Division Project and Integration Leaders to maintain a robust product transfer pipeline.

· Coordinate and host visitors of all management and project team levels to China; including updating and presenting the China overview presentation and leading factory tours.

· Responsible for building credibility of the China Operations Team with the Sending Sites, establishing rapport and maintaining communication with stakeholders at multiple levels

• Responsible for defining the LCM strategy with the Divisions and initiating projects (from strategic A3 to financial analysis to project approval) by working with Global Division Leaders, China/APAC Commercial team and Finance Leaders to get pipeline projects approved (including TCO model and business case financial analysis and Project Charters).
• Comply and follow all procedures within the company including security, IP, and export compliance policies.
• For approved projects, secure the project budget, identify the local project leader, and assist with forming the project team that will be responsible to manage cost, schedule and performance of the projects.

· Coordinate Sending Site and Receiving Site project kick-off and ensure team is using good project management tools including MS Project schedules, RAILS, and weekly team meetings.

· Provide regular project progress reports and participate in steering committee meetings/conference calls

· Provide management and guidance to multi-functional project leaders/project team throughout the project execution phase; Monitor project milestones/barriers with project leader to complete NPT projects on schedule, on budget, and in a good quality. Act as consultant and escalation path to resolve project barriers.

· Advise Product Transfer Director and other upper management on overall financial health, performance to schedule, and key risks of all programs being managed.

· Assist with monthly and quarterly reporting of product transfer activities

· Be a Role Model Leader, and actively use PPI and Lean tools,

· Regularly communicate and network with Division Project and Integration Leaders, Sending Site Project Leaders/Stakeholders, and the China/APAC Commercial leaders to maintain credibility of the China Operations Team, proactively address potential issues, and facilitate communication and issue resolution in multiple functional areas (including project related items, existing manufacturing items, and global sourcing items).

Minimum Requirements/Qualifications:

• Bachelor's degree required, preferably in an engineering or manufacturing operations discipline, Master’s degree preferred;
• Related training, like PMP, Six Sigma, DTF (Demand Flow Technology) or Lean Manufacturing is preference
• 8 years experience in project management; or equivalent combination of operations management. Be familiar with new product development processes, manufacturing/operations leadership and best practices, regulatory affairs, supplier chain (sourcing, purchasing, and logistics), quality, continuous improvement, costing & budgeting, P&L, SAP improvement, etc.
• Have advanced skills in finance, cross-cultural awareness, leadership, communication, influence, negotiation and conflict resolution.

• Excellent oral and written English comprehension and communication; comfortable communicating and presenting to all levels

• Have good presentation skills to different levels, including executive leadership, project stakeholders/sponsors, site operations leaders, and project teams.
• Work experience from western/multinational manufacturing companies with high mix, low volume production environments.
• Has both good personal technical background and teamwork spirit, has certain negotiable capability and effective logical thinking way to solve problems,
• Demonstrated ability to work effectively across geographic boundaries and with people of different cultures

· Excellent interpersonal skills to influence and convince people in a matrix organization

· Biased for action, with a passion to make things happen and drive for results
