Nature and Scope
The job holder is the Commercial Manager and reports to the General Manager. Initially, the job holder will have 3 direct reports: Procurement Specialist, Business Analyst and IT Specialist.
The Job Holder will be responsible for the Sourcing, Purchasing & Procurement Management, to include the following main responsibilities:
· Maintain and improve the Sourcing, Procurement and Purchasing Standards & Policies and implement new tools;
· Managing daily purchasing & procurement activities and communicate with related departments for the progress, support needed (technically), bidding, pricing, etc.
· Develop and improve purchasing & procurement efficiency with a key focus on cost savings and sustainable partnership with our providers and suppliers.
· Keep close communication with related functions , to leverage benefits , such as qualified vendor list, frame work agreement list, price information, etc.
The job holder will be responsible for the daily sales management
· Provides decision support for Operating team through SAP or other financial reporting and operating analysis, as well as pro-forma reporting. He or she will need sufficient knowledge of SAP ERP and foundational tools of Continuous Improvement to effectively analyze and improve processes.
· The job holder investigates and analyzes the variety of market intelligence, and figures out any business opportunities to expand volumes and customer bases.
· The job holder negotiates and implements agreements with the customers. As soon as an agreement is approved and signed, the job holder works closely with operation team to ensure the proposed supply mode is appropriate to the customer's need.
· The job holder will provide feedback on the existing customer growth as well as any forecast on new business opportunities.
· Closely cooperation with Asset Manager for the commercial related works.
· Government interface for tax, business license/permits, utilities etc
· Responsibility for driving CI initiatives and working closely with the other functional teams in the company
The Job Holder will be responsible for the IT management, include the following main responsibilities:
· For the requirement, definition, application, security as well as the functional design & solutions of the corporate IT platforms & architecture.
· For the development of corporate overall IT strategy/applications and will guide the use of information technologies for both SAP and non SAP applications
· To develop corporate IT standards and solutions, as well as, design and track an overall security monitoring & reporting strategy to ensure corporate IT Security is sound
· To communicate with various levels of the organization and demonstrate the ability to develop relationships with key stakeholders to identify/understand the business needs, define data requirements, formulate the appropriate solutions, as well as, the ability to provide input on solution interpretation by leveraging existing IT solutions and finally helping to implement those solutions.
PRINCIPAL ACCOUNTABILITIES
1. Be accountable for sourcing, procurement & purchasing management to make sure all Procurement Requisition can be met within the budget.
2. Sales Management to meet P&L target.
3. Be accountable for the IT management to make sure IT system can meet business requirement and running smoothly and safely.
JOB REQUIREMENTS
1. University degree in Business/Economics/Engineering, MBA is a plus.
2. Minimum 5 years industry experience in sourcing & procurement or asset management in a multinational company.
3. Strong conceptual and analytical skills and ability to think strategically about business opportunities and investments. Must have strong commercial sense.
4. Excellent interpersonal and communication skills in both written and spoken English and Chinese (Mandarin).
5. Strong leadership skills to manage the team and cooperation with other functions.
6. Ability to achieve goals through persuasiveness, tact, logic, and personal leadership traits, strong diplomacy, conflict resolution, consensus building, and interpersonal skills;
7. Having knowledge of marketing strategy, practices, tools, concepts, and techniques;
8. Strong written and oral presentation skills, including spoken and written fluency in Chinese and English(preferred);
9. Good PC and internet skills.
10. SAP knowledge and experience a plus.
11. Having a valid driver's license is preferred.
