POSITION SUMMARY

POSITION RESPONSIBILITIES

• The Head of Operations & Engineering reports to the GM BU Acetyls China directly and indirectly to one site Manager in Germany for technical questions (functional reporting)
• He/she has to ensure manufacturing objectives are accomplished in a timely and cost effective manner.
• Developing and implementing production plans, establish and review schedules, output, deliveries and adherence to production standards and goals, and report as appropriate.
• Development of a vision for the plant's enhanced productivity, including the development of short and long-range strategies.
• Manage facility manufacturing expenses; prepare and implement budgets as well as develop and manage facility capital expenditure plans and strategy and its regular evaluation.
• Set up and embed a culture of continuous improvement in the new plant and put in place a strategy to embed CI in the existing plant within an accelerated timescale
• Improve product quality by overseeing the continuous improvement of process and quality driven initiative to maintain or exceed quality standard
• Provide leadership across the site to ensure continuous improvement in all areas including safety, quality, environmental, service, costs, inventory, etc.
• Frequent communication with the production colleagues in Germany
• Be involved in the planning of the new plant and will have supervising functions during the construction phase.
• Supervises all plant activities, ensuring goods and services are produced on time efficiently of right quality, cost, and to customer's satisfaction while adhering to company and local regulations pertaining to safety, health and environmental requirements and ensuring that policies and procedures are followed.
• Maximizes equipment and production line efficiency and operation and continuously seeks ways to improves all operations.
• Product quality control/check
• He/she is responsible to ensure the consistence of product quality
• Hands-on experience in Quality Systems and driving productivity and quality improvement programs.

POSITION REQUIREMENTS

• Candidate must possess at least a Bachelor's Degree in Engineering/Manufacturing or equivalent.
• Minimum 10 years experience in [a continuous and batch] manufacturing environment at a MNC in China ideally already in the chemical industry and with at least 5 years in senior management role.
• Candidate should have been in charge of planning and constructing a chemical production facility in China following Western quality and engineering standards with full budget deliverables and milestone
• A working knowledge of applicable laws and company policies related to the operation of the facility in China and the ability to maintain compliance
• Fluent in written and spoken English
• Proven leadership skills as a team player/builder and a driver of value-added results
• In-depth knowledge of manufacturing operations, project planning, cost control and program management
• Proven project management skills
• Excellent communication and interpersonal skills, with demonstrated ability to influence others and interact effectively with all levels of the organization
• Independent, self-driven, results-oriented, strong business acumen and good decision-making,
• Strong leadership skills and able to coach people.
• Proven track record of success in implementing HS&E programs and business initiatives
