The Project Engineering Manager is responsible for:

？ Leading the Engineering activities on capital projects (gasification).

？ Planning and directing all engineers and designers working on the project to ensure completion of the project as efficiently as possible.

？ Evaluating and approving changes that substantially impact the scope, budget, or schedule of a project.

？ Monitors progress and performance against the project schedule.

？ Provides input to strategic decisions that affect the functional area of responsibility.

？ Provides strategic direction when developing project budgets.

？ Capable of resolving and escalated issues arising from operations and resource constraints.

？ Managing subordinate Project Engineers on large or complex projects.

PRINCIPAL ACCOUNTABILITIES

1. Development of the overall project Engineering and Design Execution Strategy;

2. Development of project specific instructions and procedures (if required);

3. Consolidate department engineering budgets and manage them during the project;

4.Directing internal engineering and design resources to produce engineering deliverables on schedule and within budget;

5. Takes the necessary technical decisions to resolve conflicts between disciplines;

6. Ensures effective technical coordination with Clients or third-party representatives:

7.Coordinates the review of Client’s specifications and procedures, preparation of deviation lists, and manages Client review of AP deliverables & vendor drawings;

8. Manages third parties for outsourced engineering & design;

9. Ensures all changes are managed in accordance with the project procedures;

10. Ensures that lessons learned for engineering are clearly identified, recorded and communicated;

11. Detailed Responsibilities:

For Project Development:

? Providing Engineering Input as per project development needs, related to technical Spec, Man-hour estimation, inquiry input, etc.

? Representative Engineering team interface with all related functions to provide support as needed basis.

For Project BED and DED engineering execution:

? Full responsibility of all engineering activities.

? Engineering set up

o Lead or support as applicable to set up coordination procedure between AP and LDI

o Lead or support as applicable to set up AP review document Matrix

o Lead AP engineering to set up Design basis including AP requirement.

o Lead to set up engineering review plan with LDI

o Lead to check and approve LDI staffing plan.

o Lead to check and approve AP engineering staffing plan.

? Scope management:

o Lead to check and control to ensure that LDI provide deliverable of BEP as per Contract signed between AP and LDI.

o Lead to check and verify technical part for LDI change order request if any.

? Schedule management

o Lead to check and control to ensure that LDI has set up minimum level 3 schedule in line with Contract milestone.

o Lead to check and control that LDI release engineering deliverable as per the approved level 3 schedule.

? Quality management:

o Lead all engineering review with LDI during the BEP phase, e.g. PID review, HAZOP review, Plot plan review.

o Support Lead engineer to perform docs review and control the process.

? Procurement support:

o Lead to check and control that LDI has provide technical procurement service as per contract requirement.

o Lead to check and control that AP engineering has perform in terms of technical procurement owner and properly interface with AP procurement.

? Subcontract support:

o Lead AP engineering to prepare with LDI input the EPC ITB technical part.

o Lead AP engineering to perform technical clarification with EPC bidder.

o Lead AP engineering to prepare TBA technical part

? Interface management:

o Engineering interface with Licensors.

o Engineering interface with LDI, AP engineering, AP Procurement, AP PL, other functions as applicable.

? General:

o Alert PM in case any related function shortfall of performance if any, mainly LDI.

o Lead weekly meeting with LDI and AP engineering

o Release weekly engineering report

o Driving Design to cost (value engineering), design to construction,

JOB REQUIREMENTS

1. Bachelor’s Degree or higher in Engineering;

2. Min. 10~15 years relevant professional experience;

3.Strong track record in the management of basic and detailed engineering activities of Chemical or petrochemical projects;

4. Experience on Engineering Procurement and Construction (EPC), Industrial Gases or Chemical/Petrochemical projects;

5. Strong organizational, communication and facilitation skills;

6. Ability to bring teams together to achieve project targets and goals;

7. Good commercial awareness with ability to manage change.

8.Experience in process plant construction would be advantageous but should have spent considerable time at construction sites.
