POSITION SUMMARY

This position is the Construction Quality Manager of Gasification Project which is executed by Gasification Project Execution Unit. The incumbent is overall responsible for the management of all aspects of construction quality in the phase of construction till hand over to commissioning team for large-scale CTL (Coal to Liquid) projects. Site construction staff, responsible for managing the construction quality of the same designated project, will report to this job holder.

NATURE AND SCOPE

The incumbent is expected to be expert on construction quality management, ensure the site construction be high quality. Provide excellent construction service to project execution.

PRINCIPAL ACCOUNTABILITIES

This position is accountable for the following end results:

• Responsible for delivering a completed project construction with good quality.
• Organize a competent functional construction supervision task force with supports from construction site manager and home office. Coach and develop the functional construction supervision team during execution.
• Work with Construction Site Manager to develop construction quality plan, and set up site quality management system

• Ensure all work procedures and instructions be implemented with high compliance rate; Make sure site management systems (Safety, QA/QC, Schedule and Cost Control) work well. Escalate critical issues to Construction Site Manager and home office in time;

• Conduct external and internal construction audits per QULITY audit schedule, identify compliance gaps and lead focused teams to resolve compliance issues
• Identify the critical quality deviation, and issue the NCR to the contractors and/or Supplier, review and approve Contractor’s Corrective Action Requests, and closely tracking the corrective action in time
• Participate and guard the activities related to regulatory agency inspections at job site, especially for building, pressure vessel, pressure piping & firefighting facilities construction.
• Draft and release functional construction quality weekly report timely and appropriately. Outstanding issues shall be identified such as schedule delay, potential claims, permitting issues. Mitigation plan shall be placed in a timely fashion. Closely monitor the improvement progress;
• Evaluate contractor’s performance at construction completion from quality aspects;
• Participate in construction lessons learning meeting as per project plan. Share the lessons with whole department for better improvement.

MINIMUM REQUIREMENTS AND QUALIFICATIONS

• Incumbent is expected to have bachelor’s degree of Engineering or higher. Further Management education would be beneficial;
• Incumbent is expected to have 20+ years work experience in a similar work environment, i.e. Construction field management in coal gasification and chemical/petrochemical industries
• Good track record as Construction Quality Manager for mega gasification/chemical /petrochemical project site (~2 million dia-inches)
• Very familiar for construction spec and quality acceptance code both for international and China GB standards and codes;
• Strong influencing skills are required to effectively manage site staffs & quality control aspects, with rich experience identifying changes, driving improvements and streamlining processes
• Strong professional communications skills for providing clear direction for the construction quality assurance and control within the site team and contractors
• Fluent spoken and written English
• Willingness to travel and be based in remote location in China and/or other countries.
• Quality auditor certification is preferred
