POSITION SUMMARY 

This position is to lead and manage all aspects of procurement operations in support of AP Hohhot coal gasification plants. The primary purpose of this position is to secure the purchases of all plant materials, equipment and services such that competitive advantage is derived in the market place and ensure that plant can meet its business objectives in terms of safety, reliability and cost.In addition, this position will also support process enablement activities in terms of implementation of procurement policies, procedures, system/tools, and training materials in supporting other China Gasification plants.  Nature and Scope This position reports to China Gasification Procurement Manager and is responsible for: 

• All procurement activities in support of AP Hohhot business operation. These activities encompass commodities and services such as plant capital equipment, spare parts, consumables, materials and services including sub-contracting, maintenance and indirect services.   
• Leading, training and managing site procurement team to support plant operation.
• Developing and executing the procurement strategies and plan in support of Hohhot and China gasification plants business objectives.
• Leverage the Regional Strategic Sourcing and China ASU procurement team as part of the overall IG Asia procurement resources to support plant procurement requirements.
• Leading the team to work closely with Production and Engineering functions at the plant level to ensure early involvement for increased procurement value creation.
• Representing procurement as the functional leader and trusted advisor with all business and cross-functional stakeholders.

• Defining and implementing productivity improvement programs that drive operating cost and work process efficiency.
• Sharing best-practices and support process convergence across IG Procurement Sub-region and Asia.
• Identifying and deploying all purchasing policies, standard practices, tools, processes, and systems aligned to Regional / Global practices.
• Combining gasification features and IG Asia process/procedure, develop China gasification procurement SOP.
• Ensuring all purchasing activities and businesses comply with Procurement Policies, Procedures, Processes and Practices as applicable.

  PRINCIPAL ACCOUNTABILITIES 

• All procurement activities in support of AP Hohhot plant operations to ensure sustainable competitive advantage for the Business.
• Lead and conduct purchases of commodities including plant construction and maintenance, equipment, spare parts, consumables and supplies required for Production Operation and other business functions.
• Lead, supervise and coach team members for their daily work activities.
• Monitor and report procurement performance metrics.
• Develop sub-region procurement strategies and plans that are aligned to China gasification business objectives in meeting safety, profitability and business growth targets.
• Drive procurement cost saving and productivity improvements, research optimal sources with regard to price, delivery date, quality, technology, and so forth.
• Cooperate with strategic sourcing team and leverage resource to optimize sustained valve for AP.
• Request bids, draft, negotiate and document contracts and manage them, including creation, transmission and evaluation of bid documents.
• Engage with business and cross-function business planning to implement innovative procurement solutions to maximize value proposition across the supply chain and support continuous improvement.
• Analyze spend data and market trends to identify and implement cost improvement opportunities.
• Ensure that all purchasing activities comply with established Corporate Purchasing Policies and Procedures, including Corporate safety and ethical practices.
• Implement/oversee purchasing policies and procedures in the effort to continuously improve work processes.
• Maintenance of all procurement database (including contract agreements, approved vendor list etc.)
• Ensure the efficient execution of requisition to purchase work processes by working closely with China process enablement and shared business service (RtP) organization.
• Develop Gasification procurement process/procedure based IG China guideline.
• Ensure that the suppliers comply with the necessary international and domestic regulatory requirements and conform to Air Products code of conduct.
• Any other duties that may be assigned.

    JOB REQUIREMENTS  

• Qualifications
  • Bachelor’s Degree or higher.
  • Fluent oral and written English language required, and mandarin is must.

 

• Experience
  • At least 9 years of strategic sourcing and purchasing operation experience, preferably with foreign multinational companies in coal gasification, oil & gas or engineering service (EPC) industries.
  • Has at least 3 years of managerial experience, team management;
  • Experience in sourcing & equipment category management & engineering service.
  • Detailed knowledge of purchasing procedures and practices, including aspects of negotiation and contract.
  • Familiar with operating within ERP environment
