Job Outline:

The successful candidate will be under the supervision of the IT Solution delivery Manager, be responsible for designing and delivering solutions for IT projects and service requests to meet system/user’s needs, ensuring systems and services are developed in alignment with technology trends and relevant strategic plans.

Qualifications:

Essential

• Bachelor or above in Computer Science or information technology, related discipline;

• Proven ability to understand and interpret Business and Administrative processes;

• A good grasp of IT techniques and principles to liaise knowledgably with academic, professional and technical staff;

• Excellent integrative thinking to draw links between multiple problems and options and develop cohesive solutions;

• Excellent communications and interpersonal skills;

• Good organisational skills;

• Experience of hardware/software solution design;

• Experience of hands development or operation/support of Technology (infrastructure, database or application);

• Experienced in Cloud Services;

• Experience of Project/Programme Management;

• Experience of dealing with complex and specialist technical issues;

• Fluency in Mandarin and English (Listening, spoken and written);

• Fast learning ability, and broad interest in IT;

• Strong sense of responsibilities;

• Excellent time management and ability to work effectively;

• Willingness to work flexibly and to provide some out of hours support;

• Ability to work under own initiative and as a member of a team;

• Ability to communicate effectively with staff and students, with a positive approach to customer care.

• Must be able and prepared to work under pressure

Desirable

• Relevant certifications (e.g. PMP, PRINCE2, IPMP, ITIL);

• Excellent interpersonal skills and awareness of the culture of HEIs;

• Experience of managing and developing corporate applications;

• Experience of successfully influencing and negotiating with senior leaders and large and small suppliers;

• Experience of working in a large Higher Education establishment.

Main Duties and Responsibilities:

• To be responsible for design and architecture of new IT project, including new solutions and patterns;

• To manage IT projects and service requests;

• To develop feasibility studies and business proposals for hardware/software solutions;

• To collaborate with users and stakeholders through design and implementation, including needs analysis and system requirements;

• To develop and prepare budgets, project plans including scope, scheduling, costs, resources, reporting, quality and other operational concerns;

• To define and document product requirements, project deliverables, product acceptance criteria

• To supervise delivery of solutions, ensures system/user's needs are met, manage vender performance;

• To define and refine methodology and standards for setup, design and implementation of the application or technology to meet the needs of University strategy and IT strategic plan;

• To analyse and refine IT hardware/software solution specifications;

• To provide multiple technical alternatives for system/service improvement and present to the senior managers and other business units the best system logical architecture;

• To ensure adherence to information systems policies and procedures, security measures, and audit standards;

• To participate in training and staff development schemes as trainer or trainee as appropriate;

• To maintain appropriate professional development, expertise and awareness;

• To undertake other tasks and responsibilities as appropriate to the role.
