The basic function of the Sub-region Maintenance Manager is to provide necessary leadership and technical support, to facilitate, direct, and coordinate the development, performance, definition and improvement of the maintenance management systems and help establish a Capable, Continuously Improving, Integrated high quality Maintenance work force with focus on improving plant equipment integrity and reliability at the lowest sustainable cost to Air Products.
Bilingual skills are required. Interface and coordination with operations, regional maintenance, EH&S and other functional support groups is ongoing. The position requires the ability to work in participative team oriented environment within a matrix structure.
As experience is gained duties will be expanded to other Air Products locations in China as and when required.

PRINCIPAL ACCOUNTABILITIES

1. Lead and promote a strong safety and environmental stewardship culture. Ensure good maintenance and reliability practices
2. Actively participate in the safety programs, promote and enforce safety rules and good housekeeping methods.
3. Management of all maintenance activities within the geographic area of responsibility. Become the SPOC for Maintenance needs & services.
4. Utilizing the resources of the technical expert , reliability engineers, and others in solving problems and improving productivity. Soliciting their help to increase predictive maintenance and reduce unnecessary asset activities.
5. Prepare and administer the Annual Maintenance routine and Major Maintenance budgets for the areas of responsibility.
6. Maximizes efficiency, productivity and capability of the maintenance work force in the area of responsibility.
7. Manage people time and control over-time, and manage third party contractor working hour/time sheets.
8. Plan, develop, and implement new methods and procedures designed to improve operations, minimize operating costs, and effect greater utilization of labor and materials.
9. Promoting multi-skill set integrated work between mechanical, electrical, instrument and operators.
10. Identifies department systematic opportunities for improvements and assists employees in subsequent improvement efforts
11. Direct and administrate the Maintenance Resources to meet and exceed all safety, health and environmental regulations, and Corporate Group requirements.
12. Responsible for effective communication to and from the technicians and Planner/Scheduler to ensure customer expectations are met
13. Ensure the development of sound preventative/predictive/and integrity maintenance programs that reduces unplanned shutdowns and ultimately enhances overall Plants profitability and product quality.
14. Implement best practices, change management, and standardization of maintenance systems and work processes across the plants in the area of responsibility.
15. Periodically evaluate program's effectiveness and modify accordingly to insure optimum reliability/cost benefits are maintained.
16. Evaluate personnel performance levels, as necessary, to provide growth opportunity feedback and competitive compensation levels.
17. Promote an atmosphere of team spirit through good example, open communication, good listening, and timely problem resolutions.
18. Achieve compliance with all procedures, standards, specifications, and codes, federal and statutory requirements.
19. Participate in short and long range planning and execution of essential programs, turnarounds, and processes. Participate in the development and implementation of regional strategic planning.
20. Continuously improve departmental trust and credibility.

JOB REQUIREMENTS

• Educational: Bachelor or higher education in Mechanical/Machinery/Electrical/instrument Engineering.
• Possess good oral and written communication skills, preferable with English language.
• Able to work independently as well as in a team player.
• The Maintenance manager requires an individual with strong leadership abilities coupled with excellent broad based mechanical technical skills and good business sense. Strong organizational, planning, interpersonal, and communication skills are essential to the position. Credibility and respect across the organization is important.
• A minimum of 15+ years in ASU, petrochemical, chemical or manufacturing industrial with maintenance, construction and / or operations roles is desired. Prior supervisory experience is a plus. Demonstrated leadership and decision making skills are critical to the position.
