  Job Title:   PROCUREMENT MANAGER, CHINA     

 Work Location: Shanghai     

Reports to:        PROCUREMENT  MANAGER, AP  

 

DESCRIPTION   

 *    Plan and implement activities related to the procurement of materials, parts, components, and equipment. 

 *    Provide leadership by involving in the operational activities with the buyers to accomplish business targets & goals. 

*    Review and approve purchases according to the business dedicated authority (DA) on a specified dollar amount. 

 *    Engage with suppliers in negotiation to drive savings on major contracts involving high volume of project related purchases. 

 *    Review & monitor material cost, schedule and performance on major subcontracts. 

 *    Collaborate with engineering and manufacturing departments to ensure on-time deliveries of major projects.   

 JOB COMPLEXITY   

 Works on issues of diverse scope where analysis of situation or data requires evaluation of a variety of factors, including an understanding of current business trends. Follows processes and operational policies in selecting methods and techniques for obtaining solutions. Acts as an advisor to subordinates to meet schedules and/or resolve technical problems. Develops and administers schedules, performance requirements; may have budget responsibilities.       

 SUPERVISION   

 Manages & co-ordinate activities for the department with responsibility on getting results, including costs, methods and staffing.   

 EXPERIENCE   

 Minimum 5 to 10 years procurement experiences with similar capacity & industry background and manages a team of Buyers.   

 KNOWLEDGE/SKILL   

 An experienced people manager with skills in resolving wide range of issues in creative and effective ways.   

 SCOPE 

 ·         Receive assignments in the form of objectives and determines how to use resources to meet schedules and goals. 

 ·         Provide guidance to subordinates within the latitude of established company policies. Recommends changesto policies and establishes procedures that affect immediate organization.   

 INTERACTION   

 ·         Frequently interacts with subordinates, suppliers, and/or functional peer group managers.  

 ·         Work in collaboration with different functional areas, company divisions or units and the company. 

 ·         Often must lead a cooperative effort among members of a project team. 

 ·         Networks with senior internal/external personnel in own area of expertise.   

 

EDUCATION & LANGUAGE   

 ·        Bachelor  Degree 

 ·        Ability to converse & write well in English is a must
