II.   POSITION SUMMARY

 

This position is the Construction Mechanical Superintendent of Gasification Project which is executed by Gasification Project Execution Unit. The incumbent is accountable for the management of all aspects of mechanical construction engineering across early construction planning stage, site execution, Mechanical Completion and transferring to Commissioning, as well as final acceptance. This job holder shall cover the management of construction safety, quality, schedule and field change control for designated scope.

The incumbent is expected to be expert on mechanical construction management, be able to provide excellent and safest construction service to project execution.

Annual Project Authorizations:                         $1,000 – 3,000 million

Project Size Range:                                                 $500 – 1,000 million

Overall Supervision:                                               2-5 contract staff

 

 

V. PRINCIPAL ACCOUNTABILITIES

 

This position is accountable for the following:

 

• Organize and lead a competent mechanical construction supervision task force with supports from construction site manager and home office to execute large project mechanical construction. Provide training and coaching to the task force as well as feedback their performance to home office manager.
• Monitor and ensure contractor's compliance to Air Products Safety Standards.

• Oversee site mechanical construction activities, manage contractors, and coordinate the work with other discipline superintendents and contractors. Assess and forecast workload and skills demands on a site basis to secure schedule.

• Monitor the work of each contractor and make sure the quality of workmanship and materials meet contract requirements.
• Review and agree to the schedules with contractors and review update progress during the weekly meetings.
• Ensure compliance with specifications, site conditions of existing plants, job safety analysis (JSA), safety work permits, building permits, and national health and safety requirements as per country
• Escalate problems such as labor shortages, strikes, equipment delivery slippages, availability of contract documents and drawings, etc., which threaten to adversely affect job cost, schedule, quality, or safety. In addition, customer complaints related to Air Products scope shall be reported in writing immediately.
• Draft and release mechanical construction weekly report to Construction Site Manager. Outstanding issues shall be identified such as schedule delay, potential claims, permitting issues. Mitigation plan shall be placed in a timely fashion. Closely monitor the improvement progress;
• Review and approve contractor’s overall construction plan and monitor the implementations. Review critical technical plan, such as heavy equipment lifting, large machine erection, piping installation, pressure test procedure and execution, etc.; 
• Keep close contact with AP/LDI functional engineers to solve design issues quickly; Reply contractor’s RFI (Request for Information) within agreed deadline; 
• Verify and confirm contractor’s actual progress of quantities;
• Support Construction Site Manager to coordinate the interfaces with customer or/and local authorities;
• Evaluate contractor’s performance at construction completion;

 

V.        MINIMUM REQUIREMENTS AND QUALIFICATIONS

 

• Incumbent is expected to have Bachelor’s Degree or above of Mechanical Engineering or equivalent;
• Minimum 10 years construction management experience in mechanical work;
• Have SS & alloy steel welding, Pressure, NDT testing experience and be able to check and approval WPS and PQR, have crane lift experience.
• Be very familiar with GB and ASME codes on Mechanical Construction
• Be able to interpret technical documents, drawings, and specifications.
• Strong influencing skills to effectively manage contractors
• Good communication and interpersonal skills
• Good spoken and written English

Advantages:

• Knowledge and experience of industrial gas projects, especially coal gasification /purification projects;
• Experience in construction management in international engineering company or high ranked local EPC;
• Knowledge and experience on EPC management.
• Qualification or certification on welding process and inspection
