Report to: Business Operations Manager
Mission
Optimize the process and strategy of both core & non-core procurement, set up team spirit, leading the team to provide high quality and efficient support to fulfill the requirement of quick business development.
Major responsibilities:
Duties and responsibilities include, but are not limited to:
(Strategy)
?Integrates corporate strategic goals into Purchasing Strategic goals, identifies annual cost saving target, and leads the implementation to ensure the achievement of corporate goals;
?Provide strategic sourcing of equipment, materials and services to support ITBA China daily operation and business quick growth.
?Leads Procurement team in Negotiation of purchasing contracts and cost savings;
?Empower the internal stakeholders to involve more in supplier implementation process to maximize value proposition across the supply chain to support continuous procurement improvement
?Design, optimize and adapt the purchasing policy based on current situation, stakeholder needs and overall business objectives
?Set supply chain solution based on customers’ needs by collaboration with Business lines and project team
?Improves Purchasing competitiveness and customer satisfaction by driving continuous improvement activities and inspiring innovations of ingenious products, services, solutions and processes;
(Operation)
? Manage the ITBA Core and Non-core purchasing activities to run the daily business smoothly .The category commodities portfolio may include equipment & spare parts, plant services, office &plants operation material and MICE, etc.
?Be responsible for supply market analysis, supplier qualification, bidding execution, agreement development/implementation, supply risk management,
?Manage the vendor pool to make sure vendors can best meet AC's requirements of cost, quality, service, scale and technology and etc.
?Review and develop logistics vendor for CC in China with the target to improve service level to customers and minimize transportation cost.
?Negotiate contract and cost, providing analysis of requirements and pricing to ensure the most cost-effective options.
?Manage the supplier performance through performance metrics and structured service level reviews; maintain interface at senior levels of supplier’s organization.
?Coach the vendors’ and sub-vendors’ management in supply area to create a high-efficiency supply chain.
?Participate in all project milestone reviews and project conference calls related to sourcing/pricing/supplier management issues
?Manage and guide team to achieve target, define strategy of key commodity, support department to improve process and procedure aim at strengthen competitive advantage for the business.
? Supports employee development by offering proper training, coaching and job rotation opportunities; ensures that Performance Review.
?As the key user to maintain and update the purchasing database ensure the database is correctly and assist the new system on line
?Support Business Operations Manager for ad-hoc projects.
Candidate's profile
Education
· At least bachelor's degree in mechanical & electrical engineering, or related fields preferred .
· Language: Chinese Mandarin as a native language, proficient English;
· Excellent skills in problem solving combined with solution-orientated approach;
· Ability to work in an international environment with constantly changing requirements;
· Open for innovation and permanent strive for improvement;
· Customer orientated and convincing behavior.
Experience
· At least 5 years’ experience of purchasing experience with demonstrated responsibility for leading groups;
Knowledge
· Mechanical or electrical knowledge,
· Finance and banking knowledge,
· Trading process
Skills
· Excellent computer skills in particular ERP knowledge and safe handling of MS office;
· Strong negotiation (contract negotiation) skills with distinctive target orientation and knowledge in cost analysis;
· Analytical, fact-orientated, interdisciplinary and customer oriented thinking and acting;
· Excellent skills in problem solving combined with solution-orientated approach;
·Ability to work in an international environment with constantly changing requirements;
