Understand the client’s FM management team and user’s requirements on the technical areas of the property and ensure end-users’ needs and expectations are timely being satisfied.

Define the day-to-day operation, preventative maintenance and energy management strategy, review the corresponding plans made by Tier II and III vendors and support the sourcing for implementation.

Oversee and issue directives and guidelines to technical site staff, and contractors.

Review and approve project planning and budgeting for any engineering related project and provide professional comments on the plan.

Review and approve Tier II and III vendors’ any work quality and completion and liaise the payment issue.

Outsource designated service, oversee and ensure quality service and materials from the vendors in compliance with SLA, and improve the service through KPI auditing.

Through designated channels, initiate, recommend or provide solutions to any problem and any non-conformities relating to the process and quality system and identified by Engineer and Project Engineer.

Liaise with the Project Engineer and Engineer to verify the implementation of solutions.

Control further processing, delivery or installation of non-conforming service until the deficiency or unsatisfactory condition has been corrected.

Oversee Tier II and III vendors to compile, review and keep accurate detail on the building technical equipment and specifications, building plans and all service agreements and equipment warranties.

Develop and maintain good working relationships with the utility departments, FSB and other related local government bodies that may have a direct impact on the technical performance or operation of the building.

Prepare and submit monthly, quarterly and annual reports on occupational health & safety, statutory compliance, systems, equipment, facility, energy management and others operational issues. Ensure that services, reports and general correspondence are prepared within the company guidelines to a standard that is satisfactory to the issuing manager

Skill:

• Four-year college/university degree or equivalent work experience

• CFM, FMA industry certifications recommended; other Engineering, Business or technical training or certifications a plus.

• A minimum of 3 years commercial high-rise, campus environment, and/or property portfolio management experience required (with a 4-year degree); a minimum of 5 to 7 years of experience if no degree.

• Breadth of experience in leasing, construction, engineering and all facets of property operation and building management is preferred.

• Experience with critical system environments is desired.

• Excellent technical, interpersonal, and analytical skills required.

• Excellent written and oral communications skills.

• Strong computer and systems knowledge required; Experience in Yardi and 360FM.
