- For our Healthcare Sector in Shanghai we are looking for a Supply Quality Manager at the earliest opportunity.

What are my responsibilities?
SQM framework
- Coordinate implementation and maintenance of a prevention-oriented Sector-Cluster SQM strategy and framework, based on Corporate/Sector SQM requirements, to ensure compliance of Supplier Management with applicable regulatory and quality requirements and in alignment with Cluster Quality Management and SCM requirements and policies as well as with Siemens Corporate Quality Management, SQM and SCM requirements and policies. Active participation in definition and implementation of Sector SQM framework.

Processes
- Based on Sector and Cluster SQM requirements, coordinate definition, implementation and maintenance of cross-functional prevention oriented SQM related processes, methods and responsibilities within the Sector-Cluster, compliant with applicable regulatory and quality requirements to reach the Cluster-Sector business and quality targets.

Planning and controlling
- Derive Sector-Cluster SQM targets and supplier quality related key performance indicators (KPI's) in alignment with the Cluster-Sector business and quality targets. Align with Sector and Cluster requirements. Cascade the targets within the Sector-Cluster, control target achievement and report to Sector-Cluster Management. Control that in cases of SQM target deviations appropriate improvement actions are initiated.

Reporting
- Coordinate data evaluation and reporting systems within the Sector-Cluster for SQM and supplier quality related key process indicators (KPI's) and create periodic supplier quality performance reports on the Sector-Cluster level in accordance with Sector-Cluster regulations and Sector and Cluster requirements.

Tools
- Coordinate definition of Cluster-Sector requirements for appropriate tools to support SQM related processes, methods, planning, controlling and reporting (e.g., IT systems, templates, master contracts). Align with Sector and Cluster requirements. Coordinate implementation, maintenance and improvement of the defined tools.

Network and communication
- Establish and drive a SQM network within the Sector-Cluster including relevant Affiliates within Siemens to ensure sustainable adherence to the defined SQM related processes, methods and tools and their continuous improvement. Define and establish an appropriate communication strategy.

Training for SQM-related tasks
- Coordinate the definition of Sector-Cluster specific competency requirements for SQM functions. Align with Sector and Cluster requirements. Identify training needs for SQM related processes in Sector-Cluster. Develop and maintain training concept and ensure roll out.

Audits and assessments
- Coordinate definition and implementation of framework for supplier quality audits and assessments within the Sector-Cluster. Coordinate a Sector-Cluster supplier quality audit program. Align with Sector & Cluster requirements. Coordinate monitoring and ensuring effectiveness of supplier quality audit process.

Continuous improvement
- Coordinate continuous improvement processes within the Sector-Cluster for all SQM related guidelines, processes, methods and tools by benchmarking and best practice sharing programs in close alignment with the Sector. Control that in cases of SQM target deviations appropriate improvement actions are initiated.

Authorities
- Intervention and escalation to reporting lines when SQM related guidelines or targets are violated.
- Access to all supplier quality-relevant data including, but not limited to, supplier files, performance data, contracts, risk assessments, financial data, project plans, agreed targets. Member of the Sector-Cluster specific SCM and QM management boards.
- If relevant on Sector-Cluster level: The SQM function is authorized to block suppliers and/or scope of deliveries according to the ”Policy of Siemens Supplier Quality Management” (CSCM Circular No. 04/2011, C top+ & CQM Circular No. 01/2011). Re-approval after blocking is issued jointly by the Sector-Cluster Heads of Strategic Procurement and Quality Management together with the Sector-Cluster SQM function.

What do I need to qualify for this job?
- More than 5 years experiences in supply quality management
- Good communication skill and English skill
- Education in Bachelor or above
