Purpose
Provide leadership under the direction of a Low Cost Manufacturing (LCM) Team Manager, or an appointed designee, in the execution and control of assigned product manufacturing with the ultimate goal of achieving project completion on time, within budgets, to the satisfaction of the customer, and at acceptable levels of quality without compromising safety or reliability.

Nature and Scope
The LCM Manufacturing Engineer is a member of a LCM management group and is responsible for executing assigned product manufacturing and achieving project goals in support of the business areas. The LCM Manufacturing Engineer reports to a LCM Team Manager who heads the Low Cost Manufacturing group, or to an appointed designee such as a Group Supervisor or a Lead Project Engineer for a specific project.

LCM Manufacturing Engineer is responsible for those LCM products (Cryogenic front-end skid, PSA, PHG H2 unit, small VSA...etc.), or portions of products, assigned to them by the LCM Team Manager. Individual projects are based on 3rd party fabricator, which have been approved/ authorized by APCI management. The supply of units may be for export markets and domestic use (or both). Decision based on optimum supply chain strategy. The LCM team would be able to provide ex-works equipment to others for installation and commissioning. LCM Manufacturing Engineer are manufacturing based so will not do turn-key work. The primary challenge is to complete the product manufacturing scope of supply while meeting the critical success factors, typically schedule, at minimum cost, to the required levels of quality, in a safe and efficient manner.

The LCM Manufacturing Engineer is typically the individual who is assigned responsibility from the technical aspect for leading a 3rd party manufacturing contractors in defining and completing an agreed upon scope of supply. The LCM Manufacturing Engineer assumes ownership of the product manufacturing budget, schedule, and technical quality to achieve the project and business objectives established at the start of the project. Typical product manufacturing team member consist of a matrix resource within APCI and also include external contractors and consultants.

Because a LCM Manufacturing Engineer is the member of a matrix product manufacturing team, there are key characteristics and traits required of the LCM Manufacturing Engineer. The LCM Manufacturing Engineer must exercise sound judgment and interpersonal skills in the coordination and direction of the individuals that comprise the product manufacturing team.

The LCM Manufacturing Engineer must:

? provide the adequate and timely coordination for members of the product manufacturing team to meet the project's goals

? be capable of establishing a good rapport with 3rd party manufacturing contractors
? provide feedback to E&M, identifies and develops capabilities of 3rd party manufacturing contractors in support of the Low Cost Manufacturing Strategy.
? close teamwork with ACES team to ensure achievement of world class manufacturing quality.
? be capable of adjusting to the unexpected and adapting prior knowledge to unique situations
? be capable of providing a mature and steady presence
? distinguish between the needs and desires of 3rd party manufacturing contractors and deal forthright but firmly with 3rd party manufacturing contractors as required to resolve scope issues that may arise
? be capable of working within a team framework with the product manufacturing team, other internal disciplines (e.g. Accounting, E&M, Product Manager, Product Owners...etc.), and with external contacts (e.g. 3rd party manufacturing contractors, equipment vendors, etc.)
? be capable of persevering
? negotiating, resolving differences, and developing consensus to secure win/win agreements
? be efficient, organized and capable of providing structure as necessary
? attain and maintain appropriate knowledge and skills.

PRINCIPAL ACCOUNTABILITIES

1. Assist the business area with definition of product manufacturing scope of supply and with estimating costs for product manufacturing scope of supply.

2. Provide technical point of contact to 3rd party manufacturing contractors for assigned projects.

3. Execute product manufacturing as assigned to meet or exceed project schedule, budget, and quality requirements. This includes, as required by the specific project, performing and/or the coordination of resources to complete the procurement fabrication tasks.

4. Report to management on project status, fabricator's capacity, work load and quality issue

5.Others tasks as assigned by manager

JOB REQUIREMENTS

1. Education - B. Eng/ B. Sc.
2. Experience - 7+ years experience; in inspection or quality control, preferably within pressure vessel. Experience of gas generators, vessel or equipment manufacture useful. Some understanding of Electrical, Instrumentation and Controls Systems will be necessary. Knowledge of CE marking will be better.

3. Scope - Prime responsibility for product manufacturing, Involved in several products of varying risk and scope, Limited product development work, Basic understanding of applicable Engineering Codes (GB, ASME, PED...) regarding material/welding/NDT especially, and export process

4. Interpersonal Contacts - Good interpersonal and communication skills. Self-motivated team contributor but able to work autonomously. Good at dealing with suppliers and fabricators. A 'hands-on' attitude towards project delivery will be required. This is a small team and ability to use contractor and in-house resources as necessary is essential.

5. Direction Given/Received - May supervise EDP positions, Receives general instruction and supervision, Participates in 3rd party manufacturing contractors development program planning

6. Primary Responsibilities - Contribute expertise on new product manufacturing issues, Feedback for the improvement of existing manufacturing procedures, Resolves manufacturing issues. Develops and sustains strong working relationships with 3rd party manufacturing contractors

7. Work Approach -Coordinates the involvement of others in product,(DELETE!-- and Coordinates utilization of technical resources in APSS Caojing)

8. Development - Basic knowledge of supplier relationship and project management

9. Language - Good in English reading, writing and speaking

10.Travel - willing to suit travelling and shop floor work circumstance
