Position Purpose/Summary
Brief summary of position’s purpose or role – the primary objective of the role
? The Health, Safety and Environment Engineer will provide subject matter expertise to the Honeywell Process Solution Business, particularly field operation across China and be the key point of contact for the allocated districts. Reporting to the APAC HPS HSE Director, you will assist Project and service Managers and all HPS internal customers to drive and achieve their HSE Annual Operating Plan (AOP) and HSE support to meet the legislation, customer and Honeywell requirement.
Key Areas of Responsibility

HSE Cultural Change
? Facilitate cultural change to improve HSE awareness in the workplace to reduce injuries, illness and environmental impact by personally providing a strong example of HSE leadership presence across operational sites.
? Build and maintain strong working relationships with managers and site operational staff based on trust to promote the HSE Management System and to communicate the benefits of a planned and documented approach to the management of health and safety, to increase safety awareness and the commitment necessary to achieve a high level of HSE performance.
HSE Implementation
? Implementation of strategic health, safety and environment annual plans, including actions required to maintain HSE Certification to OHSAS 18001, and ISO 14001.
? Provide expert advice and assistance to managers and employees on work health and safety strategies, programs, systems, policies, standards and processes, including:
o proposed changes in legislation and new legislation
o legal requirements affecting health and safety
o WHS Codes of Practice
o provision, selection and use of protective clothing and equipment
o review and distribution of Safety Alerts
o new working methods, equipment or materials that could reduce risks
? Facilitate the development and maintenance of Risk Registers on sites listing identified hazards and safety issues, risk levels and all controls implemented to manage risks to a level as low as reasonably practicable.
? Deliver health and safety training, arranging safety training courses where required and ensures that the appropriate records are maintained.
? Suspend or stop any unsafe system of work or process where they have reason to believe that the health and safety of employees or others is at risk and require the relevant parties to take immediate action.
? Representation at safety committee meetings and ensure that effective safety consultation is taking place and being incorporated into policies and practices.
? Support all tender work and motivate employees to achieve their annual HSE targets
? Manage the sub-Contractor, conduct fatigue assessment and Ergonomic risk assessment
? Ensure compliance to customer in-House HSE requirement together with Honeywell requirement
HSE Oversight
? Develop schedules of planned workplace site observations, formal site inspections, HSE site audits and risk assessments in collaboration with “risk control owners” and involving management, leaders and operational staff to analyse risks and to identify risk levels and risk acceptability.
? Deliver high quality reports and presentations to influence and drive a culture of safety within the relevant Districts.
? Oversee the provision of audit/inspection reports, with corrective actions, to the relevant manager for action and then carry out follow-up visits to ensure that corrective actions have been taken.
? Conduct the structured investigation and analysis of incidents (including significant and other reportable incidents), the identification of system causes, and the development of evidence-based recommendations, to improve systems and prevent incident recurrence, and to meet the reporting requirements of safety regulators.
? HSE representation in LOB leadership meeting, Management review meetings, customer site meeting, committee meeting etc.
Injury Management
? Advice on injury management and employee health and wellness, related legislation and best practice, and the benefits to staff and to Honeywell operations.
? Consult with injured employees to explain the injury management and worker’s compensation process and the obligations of the employee and the employer.
General
? Compliance to Honeywell corporate requirements and legislation
? Participate in contract risk reviews.
? Assist in the development and review of safety management plans
? Audit Honeywell managed facilities to ensure the Company is compliant to statutory and corporate requirements and working to approved risk management practices.

Job Specifications General

Education / Qualifications ? Degree or Diploma in Safety, Industrial Hygiene, Environmental Engineering or a related technical discipline.
? Minimum 5 years experience in Health, Safety and Environmental roles
? Excellent English verbal and written communication skills.

Experience ? Minimum 5 years’ experience in a full time HSE role with demonstrated HSE operational and leadership experience.

? Industry sector experience and / or qualifications: HPS – Refining, Offshore oil and gas (LNG), pulp and paper, bulk chemical manufacture, minerals processing.
