KEY RESPONSIBILITIES:
? Implement Danaher and SCIEX policies, procedures and programs in compliance with applicable rules, regulations, policies and standards and develop program to promote EH&S awareness, proactive safety culture and environmental responsibility.
? Manage environmental waste and air emissions permits, certifications and registrations including compilation and submission of all required EHS reports to regulatory agencies and fulfil all EHS corporate reporting requirements.
? Develop a facility EH&S management plan (including layered self-audits), performance objectives and targets. Facilitate plan implementation and report to leadership progress in attaining them.
? Drive safety and environmental improvement through the use of ISO14001 management system and DBS tools in conjunction with the Safety Committee and site leadership.
? In coordination with local management and the Global EHS Manager, act as the EHS liaison with government agencies to respond to and resolve EHS regulatory and technical questions/issues on behalf of Agela.
? Develop and Coordinate fire safety and emergency preparedness program including property insurance inspections, evacuation drills and training.
? Inventory, inspect and maintain adequate first aid supplies, AED’s, spill kits and specialized emergency response equipment.
? Conduct facility risk assessments and perform structured Job Hazard Analysis and implementation of measures to reduce risk.
? Develop and Implement Chemicals Management Program including: chemical purchase approval, chemical storage, maintenance of facility chemical inventory database and Safety Data Sheets, and associate training to ensure regulatory compliance.
? Assist in the investigation, analyzing and reporting of occupational Health and Safety incidents and near misses and ensure implementation of preventive actions.
? Coordinate and maintain training programs and records for programs including but not limited to Respirator, PPE, Machine Guarding, First Aid, Chemical Spills, Fire Extinguishers, Hoist Training, Hot Work, LOTO, Roof Access, Transportation of Dangerous Goods, Hazardous Waste, Confined Space, Ergonomics, Medical Surveillance, Ladder Safety, Accident Investigation, Prescription Safety Glasses, Contractor Safety and Management of Change.
? Lead change management in engineering together with business functions to meet the needs of business requirement as well as EHS laws.
? Plant facility daily management.
? Participate in business interruption, continuity and crisis management planning and response.
QUALIFICATIONS:
? In–depth knowledge of China EHS laws, regulations and principles
? Functional knowledge of ISO 9000 and ISO 14001/OSHAS 18001
? Ability to write local EHS programs and instructions and develop EHS training materials
? Experience assessing risk, developing risk mitigation controls, processes and procedures, and systems measurement
? Excellent written and oral communications skills and English language skills
? Experience in carrying out Hazard Analysis and Risk Assessments
? Previous experience in dealing with regulatory agencies, environmental planning and permitting disciplines related to national and provincial environmental regulations
? Previous experience managing energy, water and waste minimization programs
? Ability to create and deliver effective presentations to leadership, managers and associates.
? Ability to raise issues and build consensus to solve complex problems using management system tools
? Strong computer and data management skills, including MS Excel and enterprise systems. Oracle experience would be an asset
? Task oriented with strategic problem solving skills
? Have experiences of project management in engineering as well as facility management.
? Employee must occasionally lift, carry, push or pull up to 10 kg.
EDUCATION AND EXPERIENCE
? Bachelor’s degree or higher in occupational health and safety or a directly related degree.
? 5+ years’ experience in industrial manufacturing environment; experience working with chemical manufacturing facilities desired
? 5+ years of technical experience performing and directing EHS program management
? Minimum of 4 years of technical and practical knowledge of laboratory operations in a Laboratory or R&D environment.
? 3+ years’ experiences in facility and plant engineering management.
