工作职责
Purpose of the position

To provide direct support, for the preparation of FCO Officers accommodation within Beijing.

To provide case management, for officers accommodation requirements and ensure appropriate management of Officers Residential Management Property requirements.

To ensure clear management and co-ordination of FCO officers accommodation in accordance with ISS Standard Operating Procedures and the FMCU’s Policies, Processes and Procedures.

Keep good communication with Stakeholders to ensure the delivery of professional services on site.

Role and responsibilities

Business
1. Adherence to ISS’s Standard Operating Procedures;
2. Adhere and be familiar with the Clients Systems, Processes, Policies and Procedures that impact on their positions;
3. Provide effective leadership during assigned phases and tasks;
4. Ensure all maintenance activities relating to work orders;
5. Provide timely information for reporting on current progress against standard operating procedures;
6. Provide timely information to the Assistant Post Facilities Manager;
7. Ensure all landlords maintenance works has work order numbers and that landlords issues are managed through Mymcs;
8. Ensure all lease negotiations are documented and that all communications are documented and filed;
9. Preparation and distribution of high quality documents, including composition of memos, faxes, letters and contracts when required; and
10. Conducting and analysing client satisfaction surveys.

Communication
1. Ensuring that they effectively communicate with:
a. Customer;
b. Client;
c. Service Line Managers;
d. Service Line Supervisors;
e. Peers and other ISS Staff;
f. Property Agents; and
g. Subcontractors.
2. Liaise with FCO staff on matters pertaining to post, official residence and residential locations;
3. Resolve minor and major incidents as they occur, and provide detailed clear and concise reports to ISS and FCO management in a timely manner;
4. Escalate issues relating to potential conflicts and conflicts of process, policy and procedures relating to staff residential management;
5. Attend regular meetings as directed;
6. Participate and provide information for internal audit for all Post;
7. Demonstrate inclusive behaviour by having an awareness of the needs of other service delivery functions and providing information which enables a facilitation of related work streams;
8. Ensure accurate and timely communication of post portfolio issues to the Assistant Facilities Manager and the Post Facilities Manager; and
9. Understand the customers’ requirements and clearly be able to demonstrate and evidence support of their requirements through actions and engagement with the client.

People Management
10. Assign personnel where required to meet the needs of phases through an allocation of tasks; and
11. Monitor the assigned progress of personnel and escalate to Assistant Post Facilities Manager where required.

Vendor Management
12. Manage and direct Property Agents and their inputs into the Standard Operating Procedures as and when required;
13. Manage and seek appropriate inputs from Service Delivery Teams and external subcontractors as and when required; and
14. Monitor progress and escalate where required.

Professionalism
15. Act as a trusted professional advisor and subject matter expert in all residential property management matters for the Customer, Client and Post;
16. Complete all required training as allocated;
17. Maintain a safe and healthy work environment for staff. This may include participation in the Occupational Health and Safety Committee;
18. Be conversant with the ISS's Quality System and inculcate in assigned personnel the virtues of quality management;
19. Comply with all statutes and regulations, and prescribed procedures;
20. Comply with Site OHSE requirements including evacuation, incident and hazard reporting procedures;
21. Follow Safe Work Practices provided by the company;
22. Follow instructions and rules to prevent accidents in the workplace;
23. Attend any training courses and meetings as directed by the supervisor or manager;
24. Participate in and contribute to the effectiveness of the company’s safety activities;
25. Use appropriate personal protective clothing and equipment where and when required;
26. Immediately remove or report any hazard observed and maintain the immediate work area in a clean and tidy state. This includes both OHS and Environmental hazards;
27. Participate in and cooperate with the company rehabilitation program if any injury occurs;
28. Assist other personnel in carrying out these responsibilities by good example and demonstrate commitment to a safe work environment; and
29. Other duties as required to support the business of ISS Facility Services.

? Bachelor and above degree, an excellent command of written and spoken English and the native language at the Post;
? Have a strong understand of the local residential property market;
? Have a strong understanding of residential leases and the residential leasing process;
? Have and maintain a standard of health and fitness necessary to carry out their operating level of Health & Safety;
? Experience in a similar role;
? Experience of working within a demanding, fast-paced environment;
? Strong customer service skills;
? An organised working manner;
? Team-oriented and able to work independently;
? Discrete in dealing with clients and client information;
? A good working knowledge of Microsoft Office, including, but not limited to Word, Excel and Outlook; and
? All ISS Residential Managers must comply with the FCO policies of dress, behaviour & conduct as described from time to time.
