Job Title: Project Permitting Manager, Xi’an Project
Department: Project Development
Direct Report to: Project Manager, Xi’an Project
Overall Aim of the Job (Mission):
? To support the Project Manager and the overall Project Team to deliver Xi’an Project and focus in particular on the permitting management
? Manage Overall authority relationship and permitting management for the shopping centre, the mixed used, and the IKEA store (including management and coordination of project team, Jianli, contractors, suppliers and relevant authorities as well as working with PCM to ensure the project schedule is respected).
? Ensure the authority process compliance with the local laws, regulations, codes and authorities having jurisdiction.
Location: position based in Xi’an with frequent travels to Shanghai for working / reporting meetings during design stageIKEA Centres China aims to develop in Xi’an a mixed-use project including:
- IKEA store
- 116,000+m² GLA Shopping centre
- 35,000+m² GBA component of non-retail components
LEADERSHIP RESPONSIBILITIES
? Lead the authority application / registration processes until project completed and handed over to Shopping Centre Management team as well as completion of other non-retail components
? Co-ordinate the authorities and the Project Team on authority relationship and acceptances
? Lead and control the permitting programme, support and manage the overall schedule planning, propose mitigation for all permits related issues
? Plan, follow-up and weekly report of the permitting progress
? Manage the authority relevant documents integrity and accessibility
? Build relationship, influence and convince different government bureaus in order to accept our solutions/ time plan.
? Manage the application of utilities such as power, water, gas etc… with the support from technical team
? Support on fire permit as well as other permits relating to tenants from both shopping centre and other non-retail components
? Working relationship with all internal resources, associate specialists and all necessary Authorities. Explain and drive all authority processes, and associate documentation needed. Coordinate and follow up all daily authority related work.
Qualifications
Knowledge& Background:
- University education
- Minimum 8 years’ experience in local permitting within commercial development and / or in government administration.
- Broad knowledge of authority relationship, permitting, construction and time management.
- Good English level (oral and written).
Skills & Abilities:
- Upright personality, integrity and uphold highest standard of professional ethics.
- Interacts with others in a sensitive and effective way. Respects and works well with others. Great team player.
- Successfully adapts to changing demands and conditions.
- Goal and standard setting and follow through to ensure that quality and productivity standards are met.
