Position Summary:
This role is responsible for ensuring that all relevant Ingersoll Rand locations in China are fully compliant with all relevant international trade (import/export requirements) laws and regulations. Among other things (listed above), the manager will assist in the development and implementation of company-wide trade compliance initiatives, serve as a substantive subject matter resource, and assist in audits. The manager will develop and ensure implementation the company's international trade compliance policies, and will coordinate goals and objectives with trade compliance personnel consistently across the region and in alignment with the Ingersoll Rand global trade compliance policy and strategy.
Major Responsibility:
1. Assume operational and strategic responsibility for the development, delivery and execution of a standardized global trade compliance program for all relevant Ingersoll Rand facilities in China.
2. Directly responsible for the development and successful implementation of country and site specific Customs and Trade compliance programs at Ingersoll Rand China locations.
3. Successfully support the Director of Asia Pacific Trade Compliance, whose responsibility will be to develop and implement country specific Customs and Trade compliance programs at Ingersoll Rand locations throughout the Asia Pacific (APAC) region. Manage the region’s export control program to ensure compliance with all applicable laws, regulations and Ingersoll Rand policies, including but not limited to those issued by governmental bodies in the country of export, the U.S. Office of Foreign Assets Control (OFAC), the U.S. Department of Commerce- Bureau of Industry and Security (BIS), and the United Nations.
4. Manage the region’s import control program by developing comprehensive and compliant import policies and procedures. Work closely with the importing locations to implement detailed work instructions that support the regional and global import compliance policies and procedures.
5. Partner with key compliance service providers such as freight forwarders and customs brokers to develop and implement effective, compliant processes that improve cycle times and customer service.
6. Assist in the management of the Ingersoll Rand global import and export trade compliance databases in order to maintain critical compliance data elements such as harmonized tariff codes (HTS), export control classification number (ECCN) and country of origin.
7. Optimize the use of various duty deferral programs, including but not limited to, various relevant free trade agreements (FTA), duty drawback and VAT refund initiatives, and bonded manufacturing programs.
8. Assist in the development and delivery of trade compliance training materials to key functional stakeholders within the region.
9. Effectively communicate changes in trade compliance legislation that would impact business operations within the region.
10. Conduct internal assessments to identify deficiencies within the regional trade compliance programs. Identify and effectively implement required corrective actions.
11. Provide regular performance metrics to key sector stakeholders within the region.
12. Lead or participate in cross functional sector teams that could include supply chain, operations, legal and engineering in order to identify best in class processes.
Requirements:
Experience:
1. Subject Matter expertise in all relevant areas of trade compliance (classification, valuation, authorizations (export and import), country of origin, regional trade agreements, US export control regulations, bonded manufacturing programs, etc.) is required.
2. Minimum of five (5) years of progressively challenging responsibilities in international logistics and customs and trade management in China (operating and strategic levels) - either on the shipper side or with a service provider
3. Global Customs experience preferred (including management of overseas Customs personnel)
4. B.A. degree (preferred) or equivalent work experience
5. Customs Broker license or equivalent work experience in international trade compliance
6. Highly collaborative with sensitivity to and respect for individuals from diverse cultural backgrounds.
7. Has implemented and/or managed global customs and logistics initiatives/processes.
8. Has implemented and / or has extensively utilized trade compliance software applications
9. Ability to collaborate vertically and horizontally, across levels and various business functions, and with external parties.
10. History of problem solving, strong critical thinking and demonstrated creative thinking abilities.
11. Excellent written and oral communication skills in both Mandarin and English.
12. Excellent interpersonal and collaborative skills with demonstrated ability to impact, influence, and negotiate with internal and external resources.
13. Strong project management, planning, organizational, analytical, multi-tasking, and problem-solving abilities.
14. Strong, facilitation skills, presentation skills and business writing (for executive-level audiences)
15. Ability to train and coach diverse teams.
16. Results-oriented - willing to take initiative, bear risks, and take responsibilities to resolve problems and improve business results.
17. Ability to multi-task and balance priorities in a demanding environment.
18. In-depth knowledge of specific supply chain functional area(s) application systems and tools.
