Responsibilities:
1. Develops human resources goals and plan that are consistent with plant business objectives and follow Federal-Mogul BU and regional requirements.
2. Provides professional and consultative services to management team on people management and development issues
3. Implements required HR information management system to manage Human Resources data and process efficiently per internal audit request, and delivers reporting to HR network per global BU and regional headquarter request timely and accurately
4. Recruits, interviews and participates in the selection process for filling vacancies within the facility. Checks references and handles employment verifications. Works with Site Manager and Production Manager in ensuring that the facility is properly manned.
5. Designs and facilitates the Employee Orientation process to ensure the new employee is successfully acclimated to the Company culture.
6. Develops and conducts various training for the operation, administers career development and performance management process for the facility, Succession Planning, Performance Appraisals and Graduate Development. Promotes continuous learning and advises employees on courses, seminars etc. to enhance their careers.
7. Administer and maintain the Employee Compensation system to attract and retain right people at the right level of personnel cost.
8. Responsible for Employee Communication program to include development of Employee Handbooks, training manuals and publicity board. Coordinates employee social and recreational activities.
9. Make sure global policies related to safety, respect and integrity are well deployed at the plant for a good working environment and positive employer image.
10. Develops and assure to meet annual budgets for the Department.
11. Responsible for managing Admin related matters
Qualifications:
1. BS degree in Human resources, Psychology or related field.
2. At least 8 years experience as a HR generalist in a manufacturing environment and 3 years in management functions with MNC.
3. Experience to set up and close plant is a plus.
4. Must possess hands-on experience and a strong commitment to self-directed work teams or Participative Management philosophies.
5. Strong talent acquisition and development and experience with skill based compensation systems preferred.
6. Ability to navigate of complexity under matrix organization and in JV environment.
7. Working knowledge of employment, labor and safety laws and regulations.
8. Excellent problem solving and analytical skills with a strong business sense.
9. Excellent communication and presentation skills required.
10. Must be fluent in Mandarin and English, verbally and in writing.
11. Results oriented, driven and a high energy level.
