This position is accountable for managing various real estate activities (acquisitions, disposals, options, leases, lets, development, zoning, easements, licenses, permits, appraisals, etc.) in China in support of business area activities.
The Real Estate Manager, China is knowledgeable, capable and experienced in commercial matters, legal contractual matters, civil engineering, construction, environmental matters and in the workings of government regulations and processes pertaining to land usage. The position is responsible for managing the acquisition of industrial gas and chemical plant sites, options, easements, office and building leases (as both a landlord and tenant) and the development of industrial sites across China. The siting of industrial gas and chemical plants can be extremely complex and is increasingly difficult due to the varied and increasing governmental regulations. The incumbent may be required to give presentation to governmental bodies, speak at public hearings, engage senior management of the company, and interface with regulatory agencies, Company customers and the public (large groups or one-on-one, both sophisticated or simple, urban or rural).
The current and future environment for property acquisition, development, management and disposal is complex because of increasing governmental regulation, public review and community participation in the site approval processes for industrial facilities and their requisite pipelines, transmission lines and utility facilities. The execution of real estate transactions and property development occurs in a continuously changing market environment such that analysis of opportunities, interpretation of market research information, understanding of regulations, and construction of alternatives all must be integrated successfully. The timely completion of plant siting, permit and construction is dependent on the successful completion of the real estate activities.
The work of the Real Estate Manager, China has a broad range of involvement across the life span of developed property, from "business idea conception to final disposition":
? Market data development and analysis regarding project opportunity.
? Location Site searches regarding project site and ROW requirements.
? Feasibility analysis of site options including:
- Definition of land acquisition probability (risk); cost, timing.
- Land use entitlements; ownership title and governmental regulation
- Off-site utilities: supply availability, routing cost, easement acquisition risk, timing.
- Neighborhood compatibility of proposed project site; its environmental condition, adjoining land uses, community profile.
? Property Acquisition - Drafting and negotiating real property contracts (easements, leases, fee purchase agreements), facilitating environmental site assessments, land & building surveys and registry title examinations, property valuations.
? Property Development - Apply for governmental approvals: land use entitlements (conditional use approval, variances, zoning code amendments, etc.), to facilitate land development plan and subdivision approvals and develop or facilitate supporting information, including architectural treatments, landscaping plans, traffic studies and utility infrastructure routing analysis.
? Property Management - Maintenance of accurate property records, facilitate payment of annual rental obligations, renew expiring contracts, rent review negotiations, evaluate and strategically respond to emerging land use zoning, regulatory trends and 3rd party activities affecting existing facilities.
? Property Disposal - Review benefit (liability) associated with the disposal of real property, including environmental condition, re-instatement obligations, market sale potential, demolition cost and regulatory requirements; obtain valuation and marketing information; facilitate reviews of agency listing agreements and purchase offers and contracts.
Candidate should have 3-5yrs Experience in the industrial real estate arena and a 4 year technical degree; An MBA is a plus
