1. JOB PURPOSE
The Job holder is responsible for managing and maintaining the AP Shanghai Zhangjiang office so as to provide a safe, clean and functional workspace suited to the evolving needs of the organization. This position is also to provide the smooth and seamless operations of the built environment in order to create a sustainable working environment through proactively managing the workplace and facilities to increase core business productivity whilst minimize operating cost.

To support facilities activities in other China locations, as may be deemed necessary, from time-to-time.
2. JOB DIMENSIONS


1) Operational management of the Shanghai Zhangjiang office, totaling some 12,275sqm and accommodation some 650 employees
2) Overhead expenditure of some $2.5 million annually
3) Management of FM service providers
3. PRINCIPAL ACCOUNTABILITIES

Finance
? Assist in actively managing the Office Facilities costs on a monthy basis to ensure agreed budgets are achieved.Assist in deciding measures, generate ideas and broker initiatives to meet imposed budget cuts which may be imposed from time-to-time.
Administration

? Ensure FM vendor invoices are justified and processed as required.

Investment/Projects/Accommodation Solutions when necessary
? Assist in developing and implement capital investment plans to maintain asset value, efficiency and the workplace environment.
? Assist in managing project implementation to agreed budget and time line, whilst ensuring minimum impact on the availability of the office space to the site users.
? Assist in establishing business area office accommodation requirements and co-ordinate office evaluations to minimize office rent & operating costs.
? Assist in implementing the company space standards, for offices, to achieve efficiency requirements.

     EH&S
? Ensure suitable emergency procedures are in place including resources, security systems, roles & responsibilities, committees, communications and drills.
? As it relates to the site / office, ensure suitable and sufficient procedures are in place to ensure compliance with both prevailing legislation and company EH&S requirements.
? Effectively manage service providers on site and ensure their work is carried out in compliance with AP and legislative requirements.
? Ensure suitable competence and procedures are in place to conduct risk assessments and manage work activities, particularly high risk activities such as mechanical, electrical, lift maintenance, construction, confined spaces, and working at high level.
? Attend / Chair safety Committee meetings as necessary.

Operations and Maintenance
? On a daily basis, conduct a full site review (workspace, lab area and installed systems) and address any identified issues.
? Implement periodic formal inspections to ensure service provider services, affecting the workspace, (such as cleaning) are delivered to the required standard
? Put in place and manage a planned maintenance regime to ensure AP assets and systems are maintained in compliance with prevailing legislation / industry best practice.
? Manage and measure service provider performance to ensure services are delivered per contract / SLA (e.g. Cleaning, HVAC maintenance, Pest Control, Waste management, Security systems, Plumbing, catering supplies etc)
? Review services scope / costs to ensure best value is achieved
? Ensure arrangements are in place to provide a reactive response for the issues raised by the end-users and resolve issues within agreed timelines.
? Conduct annual FM survey and develop and implement action plans as may be necessary.
Other China Offices
? Support facilities activities in other AP China offices as may be necessary
4. SUPERVISION

Management of the following positions is required:

? Outside Service Providers (Cleaning, HVAC maintenance etc)
At an operational level manage service delivery performance
? Shuttle Bus service
Both at an account and operational level manage the relationship, and service delivery performance
5. ASSIGNMENT AND REVIEW OF WORK
Work assignment may be due to :
? Actions to achieve agreed objectives for the year
? Working to agreed processes and procedures to deliver the day-to-day job requirements
? FM requests from Real Estate, business areas, EH&S, employees
? Cost management / budgeting activities / investment planning
? Requests from direct supervisor
? Changes to process
? Complaints
? Legislation changes
? Project evaluations / implementation
? EH&S activities /actions
? AP accommodation refurbishment requirement.
? Equipment failure requiring repair or replacement.
? Identifying procurement initiatives requiring scope and specification work

Review of work by:
? Review monthly report
? Review of specific tasks against objectives
? EH&S performance reviewed against AP requirements
? Complaints from users of FM services
6. DECISION-MAKING AUTHORITY


? Service provider contracts
Renewal / termination of significant contracts to be approved by the OF Manager
? Risk Assessments and safety precautions.
All decisions to be guided by legislation / AP policy
? Safe working practices and procedures.
All decisions to be guided by legislation / AP policy
? Responses to business service and accommodation requests.
Decisions to be in compliance with company policies
? Communications to company personnel.
Responsible for communications relating to site FM matters

8. KNOWLEDGE AND EXPERIENCE REQUIRED


? College graduate with minimum 3-5 years experience in Facilities Management covering hard and soft services, vendor management & performance measurement
? Qualification and experience in EH&S management
? Experience is required in managing a large Headquarters building / campus
? Experience of effectively managing costs
? Experience in managing risk assessment and safety management programmes.
? Building / office regulations knowledge
? Experience in developing and delivering office fit out solutions
? Excellent interpersonal and communication skills with empathy for others.
? Understanding of building “hard services” (HVAC etc)
? Experience in using SAP preferred
