Responsibility

General

1. Comply with all JLL procurement rule and policy
2. Own and maintain the JLL VMS platform
3. Responsible to set up, update Vendor Agreement database through required tools and application. And develop, execute annual procurement plan on time with good quality.
4. Work closely with the business / transition / operation teams to maximize the procurement benefits to JLL and our Clients
5. Demonstrate continuous effort to improve procurement operations, decrease turnaround time and streamline work processes.

Bidding & procurement management

1. Advise on and establish agreed project procurement strategy with Client based on specific project information and Client’s standard procurement policies. Propose the preferred procurement packages and requirements.
2. Establish and manage the competitive tendering and selection process
3. Identify opportunities to consolidate supplier base wherever possible to leverage on volume economies.
4. Research JLL vendor’s / supplier’s capabilities, identify a pool of candidate vendors / preferred suppliers for project consideration
5. Prepare pre-qualification questionnaire for all potential vendors and complete the pre-qualification process and/or confirm pre-qualification conformance of existing vendors
6. Develop and agree standard contract documentation to include Client corporate standards/ guidelines and all commercial terms for the project.
7. Consolidate (or manage consolidation of) the tender documentation
8. Manage the tender process including responding to any RFI’s
9. Evaluate the bidder’s proposal
10. Assist in the negotiation of contracts with an optimum mix of conformity, price and quality
11. Assess the quotations submitted and nominate the bidders with which the commercial/financial negotiations may be conducted
12. Support contract negotiations at the appropriate management level
13. Assist to negotiate contract terms, pricing and payment schedule, ensuring that the agreements with the vendors / suppliers are commercially advantageous
14. Detail commercial assessment
15. Submit and obtain relevant approvals to proceed with regard to JLL internal LoA requirements
16. Complete tender report and provide the recommendation
17. Review and approve Vendor Service Agreement submitted by site team.
18. Review and approve Purchase Orders issued by local finance to JLL vendors via finance system.
19. Support the operation team in vendor administration and management throughout project term
20. Category Management.

Risk management
Establish risk plan to identify potential risk, indicate the impact and advice on risk mitigation
Contingency policy management

Post-contract management
When requested support monitor and if required participate as key person in negotiation and settlement of all disputes between client


Requirements,

1. Over 8 years of indirect strategic procurement and sourcing experience working in a procurement / operations role in the corporate environment is highly desirable
2. Experienced understanding of key categories in Facilities Management
3. Strong working knowledge of Microsoft Office Programs
4. Understanding of financial evaluation and interpretation of supplier’s records and their key cost and business drivers.
5. CIPS or CPSM or PM certified is preferred

Technical and Administrative Skills
1. Knowledge of procurement principles and approach including category and sourcing management.
2. Sound knowledge of corporate regulations and legislation to ensure the creation of effective and binding group contracts.
3. Familiar with China contract laws and tender process.

Business Skills
1. Familiar with China construction market, regulations and general practices.
2. Understand the legal environment for projects and be able to direct project procurement avoiding any legal risks.
3. Skillful in commercial negotiations with client, contractors, consultants and authorities.
4. Demonstrated analytical ability to identify and assess relevant trends

Interpersonal Skills
1. Good communicator with client and vendors.
2. Good Chinese and English communication skills both verbal and written
3. Ability to deal with a diverse range of personalities and work pressures
4. Ability to prioritize
5. Ability to work autonomously and make sound decisions when required
6. Strong Organizational skills
7. Ability to deal with multiple tasks and work towards and achieve tight deadlines
8. Strong attention to detail
9. Ability to handle high workload
10. Ability to follow-up with suppliers (via phone and email)
