ABS Resource Broker
00B06F - Business Planning Analyst
Description:
The Resource Broker (RB) is responsible for fulfilling labor demand from the Service Delivery organization. The RB will match labor demand (positive and negative) with service line supply in order to meet or exceed delivery requirements at the lowest possible cost. Labor resource assignments for all Applications and Business Services (ABS) projects are made by the RB. If the current labor supply is fully allocated and all possible internal resource options have been exhausted, the RB recommends actions to recruit additional labor or leverage contingent labor based on specific demand need. Resource Brokers should participate in demand Interlock meetings between the Region account teams and delivery organizations.
The Resource Broker has the following tasks relative to workforce assignments:
? Supports transactional processes that require independent judgment.
? Suggest and then assign regular workers (full-time/part-time), to the provided approved positions in the appropriate tool (PPMC) by brokering the fulfillment with all parties involved. If there is an issue with the suggested assignment, the RB can escalate via their management chain as appropriate.
? Follows detailed documentation and instructions to execute a variety of process oriented tasks to support demand and supply matching activities.
? Identifies basic- to complex level supply chain anomalies and seeks guidance for resolution.
? Understand current & proposed resource allocations and how they relate to account and service line profitability.
? Support the Service Line manager with the contingent labor procurement process (Agency Contractor or SoW Service/Labor contractor).
? Adjust workforce assignments as required to meet ongoing project requirements – this may include moving highly skilled staff from one project to another and replacing suitable alternative resources.
? Support the Service Line manager with the new regular worker hiring (recruitment) when appropriate by guiding the SL hiring manager through the process ensuring that all data is accurate in the tools.
? Identify opportunities to displace contingent workers with new capacity
? Run regular ‘Bench Surgeries ’ (staff on bench and pending bench) to minimize the bench and increase utilization/realization rates
? Participate in regular demand review meetings for their designated responsibility areas (e.g service line / country / SL level 5 mgr ) led by the demand owners/bus ops leads/ PMs / Service Line Capability Leads
? Participate in global RDB community meetings
? Executes job responsibilities (such as producing basic to moderately complex output) with limited guidance.
Education and Experience Required:
Typically 2-4 years work experience in strategy, planning, operations, finance, or related functional area. First level university degree.
Knowledge and Skills Required:
? Strong analytical thinking, technical analysis, and data manipulation skills.
? Ability to learn and draw on new analytical techniques.
? Strong knowledge of Excel, Access, statistical analysis, and financial modeling.
? Demonstrated business acumen and technical knowledge within area of responsibility.
? Strong verbal and written communication skills.
? Fluency in English and local language.
? Strong multi-tasking ability.
? Strong ability to adapt to change, work under pressure and a results orientated approach.
? Strong ability to be able to work independently and as part of a team.
? Developing project management skills.
